What's Happening?
A consortium, led by the Responsible Fintech Institute (RFI) and technology partner Safeheron, has initiated a cross-regional pilot program focused on post-quantum security for digital asset transactions. This initiative involves financial institutions
and regulatory bodies from multiple jurisdictions, aiming to transition quantum-safe financial infrastructure from theoretical concepts to practical application. The pilot will specifically evaluate a post-quantum cryptography (PQC) research program built around a multi-party computation (MPC) protocol that supports ML-DSA-65, the NIST FIPS 204 digital signature standard. Participants will test wallet generation and on-chain transfer activities on the quantum-resistant NEAR testnet. The effort also brings together banks and regulators to examine cross-border interoperability, operational resilience, and governance considerations alongside technical evaluations. Regulators, including Abu Dhabi Global Market (ADGM), Gelephu Financial Services Office (GFSO), and Malta Financial Services Authority (MFSA), are participating in an observer role during the initial phase, with banks like Bison Bank and DK Bank also involved.

By fostering collaboration between policymakers, financial institutions, and technology experts across jurisdictions, the pilot aims to establish a compliance and security reference that the entire industry can adopt. This proactive approach is vital for maintaining trust and stability in the global financial system as quantum computing technology advances, potentially rendering current cryptographic standards obsolete.

The pilot program is structured to continue with regulators contributing to a governance workstream in the next stage, following their initial observer role. A whitepaper is planned for publication, detailing the research, protocol design, and testing findings, which will allow the broader market to assess and build upon the results. Furthermore, the underlying protocol technology is intended to be open-sourced. This move aims to maximize transparency, encourage independent security auditing, and promote accountable, industry-wide standards for quantum-safe financial services. The consortium anticipates that this collaborative effort will help the market better understand how secure digital asset transaction flows can evolve across regions, aligning with evolving supervisory expectations on cyber resilience and quantum readiness. Additional institutions are also in discussions to join the pilot, indicating a potential expansion of participation.
