What's Happening?
National Refinery Limited (NRL) is preparing for a significant upgrade, estimated to cost between $400 million and $1.2 billion, aimed at modernizing its operations to produce Euro-V compliant fuels. This development follows the anticipated finalization
of the government's refinery policy, which has resolved most outstanding issues. The upgrade will involve a feasibility study conducted by UK-based engineering consultancy Wood, with the project expected to take five to six years to complete. The modernization will reduce furnace oil output and align production with evolving fuel quality standards and domestic demand. Funding for the project will be sourced from the OGRA escrow account, internal cash generation, and debt.

The upgrade of NRL is crucial for aligning Pakistan's fuel production with international standards, particularly Euro-V, which is known for its lower emissions.
