The Export-Import Bank of the United States (EXIM) has issued a Letter of Interest to Aclara Resources Inc., indicating its willingness to consider providing up to US$750 million in financing for Project Dynamo. Project Dynamo is Aclara's proposed rare
earth separation, metals, and alloys facility to be located at the Port of Vinton in Louisiana. This potential financing falls under EXIM's 'Make More in America' initiative, which aims to support U.S. manufacturing, strengthen domestic supply chains, and create American jobs. The Letter of Interest is a significant step in Aclara's financing strategy, offering a pathway toward a long-term financing package for the construction and execution of the facility. The proposed financing could cover project costs with a repayment tenor of up to 15 years, based on preliminary information regarding expected U.S. exports and job creation. However, this letter is non-binding and remains subject to EXIM's standard due diligence, application, underwriting, authorization, and documentation requirements, meaning a final financing commitment is not yet assured.
