What's Happening?
The Indian government has extended the exemption timeline for net-metering and open access renewable energy projects until December 31, 2026, under the Approved List of Models & Manufacturers (ALMM) List-II. This decision provides a limited window for these
projects to commission without adhering to the ALMM List-II requirements for solar PV cells. The Ministry of New and Renewable Energy (MNRE) clarified that there will be no change in the ALMM policy, and the extension aims to protect investments made by standalone solar PV module manufacturers. This move is expected to create additional demand and allow manufacturers time to increase their sourcing of solar cells from ALMM List-II enlisted manufacturers.
Why It's Important?
The extension of the exemption timeline is significant for the solar industry in India, as it provides a temporary relief for developers and manufacturers facing challenges in meeting ALMM List-II requirements. This decision supports the growth of the solar sector by ensuring that ongoing projects can proceed without delays, thereby maintaining momentum in renewable energy development. Additionally, the policy continuity reinforces the government's commitment to establishing India as a major player in the global solar value chain, contributing to energy security and economic growth. The exemption also allows manufacturers to adjust their supply chains and sourcing strategies, ensuring a smoother transition to compliance with ALMM List-II standards.
What's Next?
As the exemption period extends, solar project developers and manufacturers will need to strategize for compliance with ALMM List-II requirements by the end of 2026. The focus will likely be on enhancing domestic manufacturing capabilities and increasing the production of solar cells to meet the growing demand. Policymakers may also explore additional measures to support the solar industry, such as incentives for technology upgrades and investments in research and development. The continued expansion of solar capacity and infrastructure will be crucial for achieving India's renewable energy targets and reducing reliance on fossil fuels.
