Josh Hess has been appointed as the Senior Director of Legislative Affairs at the U.S. Chamber of Commerce Institute for Legal Reform (ILR). In this new role, Hess will be responsible for directing and advancing legal reform advocacy efforts across all
50 states as part of ILR’s state team. Prior to joining ILR, Hess served as the district director for Representative H. Morgan Griffith (VA-09) in the U.S. House of Representatives. During his tenure as district director, he managed district operations, led staff, and directed stakeholder engagement, while also executing the congressman’s policy priorities. His work involved collaborating with federal, state, and local officials, business leaders, higher education institutions, and community organizations in a predominantly rural congressional district.
