What's Happening?
Hilo may soon see the return of a bowling alley and entertainment complex, as the Windward Planning Commission unanimously voted 6-0 to recommend amendments to an ordinance for KBXtreme Hilo LLC. This favorable recommendation will be forwarded to the County
Council, allowing KBXtreme to develop a facility similar to its Kailua-Kona location on a 5.075-acre parcel at 279 Komohana St. The amendments grant KBXtreme Hilo LLC a 10-year extension to complete construction and relieve them of a 180-day deadline for establishing a water commitment. It also provides flexibility in the scope and design of required infrastructure improvements, such as street lighting, curbs, and gutters, subject to review by the Department of Public Works. Hilo has been without a bowling alley since Hilo Lanes closed in May 2014. The proposed project is estimated to exceed $10 million in construction costs, with conceptual planning and pre-development documents currently underway. Construction is anticipated to begin within two years after plan approval and permitting, with an 18- to 24-month construction period.
Why It's Important?
The potential development of a new bowling alley and entertainment complex in Hilo is significant for the community, addressing a long-standing recreational void since the closure of Hilo Lanes in 2014. This project represents a substantial private investment, estimated at over $10 million, which could stimulate local economic activity through job creation during construction and operation, as well as increased patronage for surrounding businesses. Calvin Higa, president of KBXtreme, emphasized the project's aim to meet a "real community need" by bringing back senior bowling leagues, college intramurals, school bowling programs, and family recreation. The facility's design, incorporating food and beverage, arcade, and other entertainment uses, reflects a modern approach to making such ventures economically sustainable. The discussions around infrastructure improvements, such as pedestrian access and lighting, highlight the importance of integrating new developments with existing community needs and safety standards, particularly for areas near educational institutions and bus routes.
What's Next?
The Windward Planning Commission's favorable recommendation will now proceed to the County Council for final approval of the ordinance amendments. Following this, KBXtreme Hilo LLC will continue with conceptual planning and pre-development, aiming to complete construction documents. The company anticipates submitting for plan approval within the next two years, with an estimated 18- to 24-month construction period once necessary permits are obtained. Planning Director Jeff Darrow did not support delaying the water commitment or deleting conditions for curb, gutter, and sidewalk improvements, emphasizing pedestrian safety. However, he did recommend considering a speed limit reduction on Komohana Street. These infrastructure details will likely be a point of continued discussion and review by the Department of Public Works. The project's proponents, including Calvin Higa, have expressed willingness to ensure safe and accessible infrastructure, particularly for pedestrians and bicyclists, indicating ongoing collaboration with county departments.
Beyond the Headlines
The proposed entertainment complex in Hilo touches upon broader themes of urban development, community revitalization, and the evolving landscape of local recreation. The decade-long absence of a bowling alley underscores the challenges faced by traditional entertainment venues in adapting to changing consumer preferences and economic pressures. The new complex, with its multi-faceted entertainment offerings, reflects a trend towards integrated leisure destinations that cater to diverse age groups and interests. The debate over infrastructure requirements, such as sidewalks and lighting, highlights the tension between developer flexibility and public safety, particularly in areas with significant pedestrian traffic. This project could serve as a case study for future urban planning initiatives in Hilo, demonstrating how private investment can address community needs while navigating regulatory frameworks and ensuring public accessibility. It also speaks to the cultural significance of such venues in fostering community cohesion and providing spaces for social interaction.
