What's Happening?
The New Hampshire Community Loan Fund (the Community Loan Fund), a Community Development Financial Institution (CDFI), has been assigned an 'A-' Issuer Default Rating with a Positive Outlook by Fitch Ratings. This achievement places it among a select
group of CDFIs nationwide to receive a rating from an SEC-registered credit rating agency. Fitch highlighted the Community Loan Fund's four-decade track record, its leadership in lending to resident-owned manufactured-home communities (ROCs), and its strong asset quality, including a five-year average nonperforming loan ratio of 1.2% and zero losses on ROC loans. The 'Positive Outlook' reflects improvements in leverage and capital, with the debt-to-equity ratio improving to 2.0x in fiscal years 2025 and 2026, and Fitch's core capital ratio rising to 26%.
Why It's Important?
This investment-grade rating is a significant milestone for the New Hampshire Community Loan Fund, as it is expected to broaden access to institutional investors and diversify its funding sources. According to Steve Saltzman, President and CEO of the Community Loan Fund, this rating will enable the organization to secure new capital, which will in turn help more homeowners preserve their communities, more families finance homes, and more local businesses grow. The rating validates the Community Loan Fund's business model, demonstrating that lending to resident-owned communities and manufactured-home owners is both mission-critical and financially sound. This increased access to capital can significantly impact economic development and affordable housing initiatives across New Hampshire, Maine, Vermont, and the broader Northeast region.
What's Next?
The 'Positive Outlook' from Fitch Ratings suggests that the Community Loan Fund's rating could be upgraded further if current trends in improving leverage and capital continue. The organization, with the assistance of Momentus Securities as its financial advisor, is now positioned to attract a wider range of institutional investors. This influx of capital is anticipated to support the expansion of the Community Loan Fund's lending activities, allowing it to serve more individuals and communities. The enhanced financial standing will likely lead to increased investment in affordable housing, small business development, and community facilities, contributing to greater economic security and stability in the regions it serves.
Beyond the Headlines
The achievement of an investment-grade rating by a CDFI like the New Hampshire Community Loan Fund signifies a growing recognition within the financial sector of the viability and impact of mission-driven lending. This development could encourage other CDFIs to pursue similar ratings, potentially opening up new avenues for capital for community development initiatives nationwide. It also underscores a shift towards integrating social impact with financial performance, demonstrating that organizations can achieve both. The success of the Community Loan Fund could serve as a model for how financial institutions can effectively address critical social needs, such as affordable housing and local economic growth, while maintaining strong financial health and attracting mainstream investment.
