What's Happening?
North Carolina Governor Josh Stein has announced that The Clearing House Payments Company L.L.C., a financial services provider, will expand its operations to Charlotte, Mecklenburg County. This expansion is projected to create 200 new jobs and involves
an investment of $11.5 million. The Clearing House, established in 1853, is a prominent U.S. payments company that processes over $2 trillion daily through various payment networks, including wire, ACH, check image, and real-time payments. The company is known for introducing the RTP® network, which facilitates immediate clearing and settlement of payments. Governor Stein highlighted Charlotte's status as the nation's second-largest financial center and North Carolina's favorable business climate and talent pool as key factors attracting such investments. The expansion aims to establish a modern, secure, and flexible presence to support the company's long-term growth, client engagement, operational resilience, and employee experience.
Why It's Important?
This expansion is significant for North Carolina's economy, particularly its financial services sector. The creation of 200 jobs with an average annual salary of $162,322, significantly higher than Mecklenburg County's average of $90,706, will inject over $32.4 million in annual payroll into the region. The project is estimated to boost the state's economy by $1.3 billion over 12 years. The state is facilitating this expansion through a Job Development Investment Grant (JDIG), which could reimburse the company up to $2.43 million over the same period, contingent on meeting job creation and investment targets. Furthermore, the JDIG agreement will allocate up to $810,000 to the state’s Industrial Development Fund – Utility Account, which supports infrastructure upgrades in rural communities. This move reinforces North Carolina's position as a leading hub for finance and fintech, attracting top-tier talent and strengthening its financial ecosystem.
What's Next?
The Clearing House's expansion will proceed with the establishment of its new office in Charlotte, focusing on integrating into the local financial services community and strengthening client relationships. The company will work to meet the incremental job creation and investment targets outlined in the Job Development Investment Grant agreement, which will be subject to annual performance verification by the North Carolina Departments of Commerce and Revenue. The state will continue to monitor the economic impact of this investment, particularly the generation of new tax revenues and the overall growth of the financial sector. The allocation of funds to the Industrial Development Fund – Utility Account will also enable future infrastructure improvements in rural areas, potentially attracting more businesses statewide. This expansion is expected to further solidify North Carolina's reputation as an attractive location for financial technology companies.
Beyond the Headlines
The decision by The Clearing House to expand in Charlotte underscores a broader trend of financial technology companies seeking strategic locations with robust infrastructure and a skilled workforce. This move highlights the increasing importance of real-time payment systems in the U.S. financial landscape, as The Clearing House's RTP® network plays a crucial role in modernizing transaction services. The state's use of economic incentives like the JDIG program reflects a proactive approach to fostering economic growth and job creation, but also raises questions about the long-term sustainability and equity of such incentives. The investment in the Industrial Development Fund – Utility Account demonstrates an effort to balance urban economic development with support for rural communities, addressing potential disparities in economic opportunity. This expansion could also spur further innovation and competition within the financial services industry in North Carolina, potentially leading to more advanced and efficient payment solutions for consumers and businesses.
