The Galveston Wharves Board of Trustees has deferred action on a non-binding memorandum of understanding with Royal Caribbean Group, directing staff to continue negotiations for a new cruise terminal and berth at Pier 14. This potential expansion aims
to accommodate one of the world’s largest cruise ships, the Icon of the Seas, on the Texas coast. A final agreement would detail the financing, construction, and operation of the new terminal. Galveston Wharves and Royal Caribbean Group previously collaborated on the $125 million cruise terminal complex at Pier 10, which opened in 2022. The port is currently the nation’s fourth-busiest cruise port and anticipates nearly 2 million cruise passengers in 2026. The discussions are ongoing, with port officials emphasizing the long-standing partnership with Royal Caribbean Group, which has operated from Galveston for 25 years.
