What's Happening?
Colorado is largely missing out on the national data center boom due to a combination of an overwhelmed power grid and unfavorable tax policies. Despite the Mountain West being a rapidly growing region for data center development, Denver added only 6.5
megawatts of data center capacity in the first half of this year, a stark contrast to Northern Virginia's over 1,000 megawatts. Melissa Almond, corporate economic development manager at Xcel Energy, noted that Colorado's grid was already near its limit before the data center surge, lacking the excess generation and transmission capacity found in other markets. This means large-scale data center projects in Colorado now require significant grid upgrades. Additionally, the state lacks a critical sales-and-use tax exemption for data center equipment, which is common in most other states and considered essential for large developments. Efforts to pass such tax breaks failed in May, and the political climate has become increasingly hostile towards data center incentives.
