Colorado is largely missing out on the national data center boom due to a combination of an overwhelmed power grid and unfavorable tax policies. Despite the Mountain West being a rapidly growing region
for data center development, Denver added only 6.5 megawatts of data center capacity in the first half of this year, a stark contrast to Northern Virginia's over 1,000 megawatts. Melissa Almond, corporate economic development manager at Xcel Energy, noted that Colorado's grid was already near its limit before the data center surge, lacking the excess generation and transmission capacity found in other markets. This means large-scale data center projects in Colorado now require significant grid upgrades. Additionally, the state lacks a critical sales-and-use tax exemption for data center equipment, which is common in most other states and considered essential for large developments. Efforts to pass such tax breaks failed in May, and the political climate has become increasingly hostile towards data center incentives.

These utilities are beginning to create special rate classes for data centers and implementing measures to facilitate faster grid connections while safeguarding reliability and consumer costs. However, the process is slow compared to other markets. Policymakers will need to re-evaluate state laws and permitting processes that currently impede the development of new power generation, including flexible load programs and behind-the-meter solutions. Without significant reforms in both power infrastructure and regulatory frameworks, Colorado risks continued stagnation in the data center sector, pushing investment and job creation to other states.
