What's Happening?
The PJM Interconnection, the largest grid operator in the United States, has reported a significant capacity reserve shortfall of over 6.8 gigawatts in its latest Base Residual Auction for the 2028/2029 delivery year. This shortfall has reduced the reserve margin
from the preferred 20% to 14.7%. The auction results indicate that electricity prices across PJM's footprint, which spans 13 states and Washington, D.C., have increased significantly. Since June 2025, annual customer costs have risen by $12.5 billion, from $2.2 billion in 2024 to $14.7 billion. PJM is actively addressing the supply-demand imbalance through various initiatives, including a Reliability Backstop Procurement and the development of Connect and Manage frameworks.
