A recent study by the Economic and Social Council of Buenos Aires City (CESBA) indicates that Buenos Aires, Argentina, has the highest level of occupational exposure to Generative Artificial Intelligence (GenAI) in Latin America. The study, which is described
as pioneering on a global scale, found Buenos Aires to have an exposure level of 0.353 on a scale of 0 to 1, significantly above Argentina's national average of 0.292. This places Argentina behind only Canada (0.322) and the United States (0.332) in the Americas for GenAI exposure. CESBA President Manuel Socias attributes this high exposure to two primary factors: the city's employment concentration in the service sector (88% of total employment) and its high level of education. The service sector, encompassing retail, healthcare, education, finance, public administration, and professional fields, is particularly susceptible to GenAI's impact. The study highlights that GenAI excels at tasks traditionally requiring a college education, such as writing, synthesizing, analyzing, and programming, which are prevalent in Buenos Aires' highly educated workforce.

The next stage will involve assessing the actual adoption of GenAI through in-depth interviews with business associations, unions, and sector specialists. Following this, the third stage will convene companies, unions, and members of the Buenos Aires City government to foster dialogue, build consensus, and develop recommendations for guiding GenAI adoption. Discussions are already underway with the General Confederation of Labor (CGT) and International Labor Organization (ILO) representatives in Argentina, indicating a collaborative approach to navigating these changes. The goal is to ensure that the transformations brought by AI are not solely driven by technological inertia but are shaped through informed policy and stakeholder engagement, focusing on upskilling and adapting the workforce to new demands.
