Unregulated Claims in Cosmetics
Cosmetics are frequently marketed as hypoallergenic, aiming to convey that their use is less likely to trigger an allergic reaction. However, the term "hypoallergenic" itself is not regulated. This lack of oversight means that there is no established research demonstrating that products labeled as such are inherently less problematic than any others. In 1975, the U.S. Food and Drug Administration (FDA) attempted to regulate the term, but this proposal faced challenges from cosmetic companies like Clinique and Almay. Ultimately, in 1977, courts overruled the FDA's efforts to regulate the use of "hypoallergenic."
This regulatory void persists, as evidenced by a 2017 study of top-selling skin moisturizers from major retailers like Amazon, Target, and Walmart. This study revealed that a significant 83% of moisturizers marketed as "hypoallergenic" still contained at least one potentially allergenic chemical. Even a 2019 document from the European Union concerning cosmetic claims was issued as guidance rather than a binding regulation, further highlighting the global challenge in standardizing this term.
Hypoallergenic Pets: A Persistent Myth
The concept of "hypoallergenic" also extends to pets, particularly dog and cat breeds, which are often claimed to produce fewer allergens. These claims are typically based on factors such as coat type, absence of fur, or the absence of a specific protein-producing gene. However, scientific findings largely contradict these assertions. All dogs, for instance, produce allergens, and a 2011 study found no significant difference in allergen concentrations in homes with so-called "hypoallergenic breeds" compared to homes with other breeds.
The proteins responsible for allergies, primarily Fel d 1 in cats and Can f 1 in dogs, are not exclusively found in fur or hair. They are also present in saliva, urine, mucus, hair roots, and dander sloughed from the animals' skin. This means that even pets with less hair or those that shed minimally can still trigger allergic reactions. The widespread idea that less shedding equates to being hypoallergenic is therefore a myth, as all warm-blooded animals produce allergens through saliva and skin cells, making no mammalian species truly non-allergenic.
Certification and Consumer Guidance
While public authorities in no country currently provide official certification for items described as hypoallergenic, some allergy interest groups in certain countries do offer certification procedures. These procedures include tests designed to ensure a product is unlikely to cause an allergic reaction. However, products that undergo such certification are typically described and labeled using other, similar terms rather than "hypoallergenic." This situation underscores the ongoing challenge for consumers to identify products that genuinely reduce the risk of allergic reactions, given the unregulated and often misleading use of the term "hypoallergenic" in the marketplace.
For individuals with allergies, especially those with compromised skin barriers like eczema, the presence of allergens in products marketed as hypoallergenic can be particularly problematic. The American Academy of Allergy, Asthma, and Immunology issued a warning in 2014 about natural lotions containing food-derived ingredients, suggesting they might introduce new allergies.
