Brasília, the federal capital of Brazil, stands as a testament to ambitious urban planning and a long-held national aspiration to shift the country's center of power. The idea of relocating Brazil's capital from its coastal cities to a more central location was conceived as early as 1827 by José Bonifácio, an advisor to Emperor Pedro I. This initial proposal aimed to establish a new city, also named Brasília, further inland, specifically upstream
at the São Francisco River. However, this early vision did not come to fruition, as Emperor Pedro I dissolved the General Assembly before the bill could be enacted. Despite this early setback, the concept of a centrally located capital persisted, driven by the desire to foster a more regionally neutral federal capital and to develop the country's interior.
Early Concepts and the Cruls Quadrilateral
Brazil's first capital was Salvador, which was later replaced by Rio de Janeiro in 1763. Rio de Janeiro remained the capital until 1960. During this period, resources and population were heavily concentrated in the southeastern region and along the Atlantic coast. The idea of a new capital gained renewed momentum after the Proclamation of the Republic, with the Third Article of the 1891 Constitution explicitly stating that the capital should be moved from Rio de Janeiro to a central plateau. This constitutional mandate specified an area of 14,400 square kilometers in the central plateau for the future federal capital.To survey this designated land, Belgian geodesist and astronomer Luís Cruls was commissioned. Cruls led two expeditions in 1892 and 1894, meticulously mapping the area. The land he demarcated for the future capital became known as the Cruls Quadrilateral. The proposed name for this new capital was Vera Cruz, a reference to Brazil's original name, Ilha de Vera Cruz. Despite the constitutional directive and the detailed surveys, the project was deemed too ambitious, challenging, and costly by the governments of the Old Republic, and the idea of a new capital remained a low priority for many years.
Don Bosco's Prophecy and Juscelino Kubitschek's Pledge
A fascinating legend surrounds Brasília's location, attributing its foresight to Italian saint Don Bosco. In 1883, Don Bosco reportedly had a dream describing a futuristic city that closely matched Brasília's eventual site. Today, numerous references to Don Bosco, who founded the Salesian order, can be found throughout Brasília, including a church parish named in his honor. This blend of historical mandate and legendary prophecy added a unique cultural layer to the city's eventual development.The true catalyst for Brasília's construction came with the election of Juscelino Kubitschek as President of Brazil in 1955. Upon taking office in January 1956, Kubitschek made good on a key campaign promise: to initiate the planning and construction of the new capital. This marked a pivotal moment, transforming a long-standing national dream into a concrete project. His commitment propelled the project forward, leading to an international competition to design the new capital.
The Costa Plan: Modernism Takes Flight
In 1957, an international jury selected Lúcio Costa's plan to guide the construction of Brasília. Costa, a student of the renowned modernist architect Le Corbusier, infused his design with features of modernism. While his plan was less detailed than some others, lacking specific land use schedules, models, population charts, or mechanical drawings, it was chosen by five out of six jurors for its ability to align with the growth of a capital city. Although the initial plan underwent transformations over time, its core features largely survived and oriented much of the city's construction.Costa's design, often likened to a dragonfly, an airplane, or a bird, used a cross-axial layout to symbolize the possession and conquest of this new central territory. The plan comprised two main components: the Monumental Axis, running east to west, and the Residential Axis, running north to south. The Monumental Axis was designated for political and administrative functions, characterized by its monumental scale, broad vistas, and simple, oversized buildings, including ministries, the national congress, the presidential palace, the supreme court, and the television and radio tower. The Residential Axis, conversely, was designed for housing and associated functions like local commerce, schooling, recreation, and churches. It featured 96 superblocks of six-story buildings and 12 additional superblocks of three-story buildings, intended to create self-contained, self-sufficient neighborhoods where upper and middle classes would share residential areas. This ambitious plan aimed to create a modern, equitable Brazil, even including separate, visually distinct housing for working classes to prevent the formation of slums on the urban periphery.
