The Lockheed Martin F-22 Raptor, a fifth-generation stealth fighter, represents a significant leap in aviation technology, but its journey began decades earlier with the ambitious Advanced Tactical Fighter (ATF) program. Initiated in the early 1980s by the Reagan administration, the ATF program aimed to develop a successor to the F-15 and F-16 fighter jets, incorporating cutting-edge stealth capabilities and advanced performance metrics. This initiative
laid the groundwork for what would become one of the most formidable air superiority aircraft in the world, shaping the future of aerial combat for the United States Air Force.
Early Concepts and Specifications
The initial call for proposals for the ATF program went out in June 1981, with specific requirements solidified by the end of 1982. Key among these was the demand for supercruise capability, allowing supersonic flight without the use of afterburners, and a combat radius exceeding 1,000 kilometers. The aircraft also needed to be capable of landing and taking off within 600 meters, and its air-to-air mission takeoff weight was to be under 27 tons. As stealth technology advanced, it became a crucial consideration, leading to a revised project submission to manufacturers in September 1983. Concurrently, Pratt & Whitney and General Electric were tasked with developing suitable engines for this next-generation fighter.
By late 1984, the specifications became even more precise. The supercruise speed was set at Mach 1.5, and the takeoff weight was reduced to 22 tons. The unit cost was targeted at 40 million U.S. dollars (in 1985 currency, equivalent to 120 million dollars in 2026). A definitive call for tenders was issued in September 1985, with a projected order of 750 units. Seven different manufacturers responded, and in October 1986, the Pentagon announced that two projects had been selected: one from Lockheed, which had partnered with General Dynamics and Boeing, and another from Northrop, which had teamed up with McDonnell Douglas.
The Prototype Competition: YF-22 vs. YF-23
Two prototypes were ordered from each selected consortium, both featuring trapezoidal wings. Lockheed's design was designated the YF-22, while Northrop's became the YF-23. Each prototype was to be powered by one of the two competing turbofan engines: the Pratt & Whitney F119 or the General Electric YF120. The YF-22 project underwent several design modifications, including changes to the wing shape and weapon bay types. The U.S. Air Force also decided to forgo thrust reversers to save weight, a decision that streamlined the design and contributed to overall performance.
The first YF-22 prototype, equipped with General Electric YF120 engines, made its maiden flight in September 1990. The second prototype, featuring Pratt & Whitney F119 engines, followed with its first flight in October of the same year. Both aircraft demonstrated impressive supercruise capabilities a month later, reaching Mach 1.58 and Mach 1.43, respectively. With afterburners, both prototypes easily exceeded Mach 2 (2,090 km/h) at 15,000 meters altitude. The first missile launch from a prototype occurred in late November 1990, showcasing the weapon integration capabilities of the new design.
Selection and Production Challenges
In April 1991, the U.S. Air Force announced that the YF-22 had won the competition, with the Pratt & Whitney F119 engine also selected. Eleven pre-production aircraft were ordered, including two two-seater versions. While the first YF-22 prototype was used for ground tests and later sent to the U.S. Air Force museum, the second was unfortunately destroyed in an accident in April 1992. The first pre-production aircraft made its inaugural flight in September 1997, incorporating several structural modifications compared to the YF-22, such as a shorter fuselage and increased wingspan.
However, the program faced significant delays, totaling approximately five years, and costs substantially exceeded initial projections, with the unit price more than doubling. Despite this, its final cost per ton was only slightly higher than contemporary combat aircraft. As a result of these challenges, the two-seater F-22B version was canceled, and the number of ordered aircraft was progressively reduced. From 648 aircraft planned in 1991, the number dropped to 339 by 1997 and further to just 295 by 2001. Due to congressional insistence, the Raptor was temporarily designated F/A-22 and was required to eventually perform air-to-ground missions, expanding its role beyond pure air superiority.
