On October 29, 2004, just before the U.S. presidential election, the Arab television network al Jazeera broadcast an 18-minute video tape of Osama bin Laden. This recording, addressed directly to citizens of the United States, marked a significant moment in bin Laden's public communications, as it contained his first unambiguous confirmation of his direct involvement in planning the September 11 attacks. The video's release generated immediate international
attention, prompting analysis from intelligence agencies and media outlets worldwide regarding its content, implications, and authenticity.
Direct Claims and Stated Motivations for 9/11
In the 2004 video, according to English translations distributed by the BBC and other media, Osama bin Laden explicitly stated that he personally directed the 19 hijackers involved in the 9/11 attacks. This was a departure from earlier, more cryptic statements. He went on to describe his primary motivation for these actions, linking them directly to U.S. foreign policy and its support for Israel. Bin Laden claimed that the idea of striking the towers had not initially occurred to him, but it arose "when things went just too far with the American-Israeli alliance's oppression and atrocities against our people in Palestine and Lebanon."
He vividly recounted how the events that affected his soul began in 1982, when the U.S. permitted Israel to invade Lebanon and the American Sixth Fleet assisted in the conflict. He described witnessing the "carnage" and "destruction of towers in Lebanon by Israel during the 1982 Lebanon War," which he stated inspired him to punish the oppressor "in kind" and destroy towers in America so that they would "taste some of what we tasted." This narrative positioned the 9/11 attacks as a direct retaliatory measure for perceived injustices and suffering inflicted upon Muslims due to U.S.-backed actions in the Middle East.
Evidence of Bin Laden's Continued Existence and Contemporary References
The 2004 video also served as proof that Osama bin Laden was still alive in mid-to-late 2004, amidst an international manhunt. His mention of current events, such as U.S. Senator John Kerry, who was the Democratic nominee for the presidential election against incumbent George W. Bush, indicated the video's recent creation. Bin Laden directly addressed the American public regarding their security, stating, "I tell you in truth, that your security is not in the hands of Kerry, nor Bush, nor al-Qaeda. No. Your security is in your own hands. And every state that doesn’t play with our security has automatically guaranteed its own security."
However, a notable peculiarity of the video was that while bin Laden's remarks continued, his image moved for only a total of 3.5 minutes in two segments, remaining frozen for the rest of the time. Crucially, the mentions of current events occurred only in these frozen sections of the tape. This observation led some to question the exact timing of the recording or the method of its production, though it still confirmed his survival. One physical tape was stamped with the date "10 Ramadan," or October 24, but the legitimacy of this date remained unknown.
Responses and Intelligence Analysis
Upon its broadcast, the U.S. government reacted swiftly. U.S. diplomats in Qatar received a copy of the tape from the Qatari government before al Jazeera aired it and unsuccessfully sought to prevent its broadcast. The U.S. stated that the tape they received was 18 minutes long, while the portion aired by al Jazeera was 14 minutes and 39 seconds, with the U.S. not releasing or disclosing the content of the remaining portion. U.S. intelligence agencies analyzed the tape to determine if it contained any coded messages for al-Qaeda operatives. White House Press Secretary Scott McClellan stated there were no plans to raise the U.S. terrorism alert level, as no specific codes or threats were found. An Indian intelligence official, B. Raman, reached the same conclusion, suggesting the video's primary purpose was communication rather than operational instruction.
