The First Continental Congress, held in Philadelphia in 1774, was not a monolithic body of unified opinion, but rather a vibrant arena where diverse colonial perspectives clashed and converged. While the delegates shared a common concern over British imperial policies, particularly the Intolerable Acts, their ideas on how to respond and what their ultimate goals should be varied significantly. These internal debates, ranging from calls for reconciliation
to demands for a completely new system of government, highlight the complex political landscape of the colonies on the eve of the American Revolution. Understanding these differing viewpoints is crucial to appreciating the nuanced path the Congress took.
The Spectrum of Political Thought
Upon convening, it quickly became apparent that the delegates were not of one mind regarding the purpose and scope of the Congress. A conservative faction, which included prominent figures such as Joseph Galloway and John Dickinson from Pennsylvania, John Jay from New York, and Edward Rutledge from South Carolina, believed their primary mission was to craft policies that would compel the British Parliament to repeal its objectionable acts. Their ultimate objective was to achieve a reasonable solution to the difficulties and restore reconciliation between the Colonies and Great Britain. These delegates sought to work within the existing imperial framework, albeit with significant reforms to protect colonial rights.
On the other end of the spectrum were more radical delegates who held a different vision. Patrick Henry of Virginia, Roger Sherman of Connecticut, and Samuel and John Adams from Massachusetts believed their task was to articulate a decisive statement of the rights and liberties of the Colonies. Their ultimate goal was to put an end to what they perceived as abuses of parliamentary authority and to safeguard the rights that had been guaranteed under Colonial charters and the English constitution. While not all of them explicitly called for independence at this stage, their rhetoric and proposals leaned towards a more confrontational stance against British rule.
Debating Parliamentary Authority and Governance
One of the central points of contention revolved around the legislative authority of Parliament over the colonies. Roger Sherman, a delegate from Connecticut, explicitly denied Parliament's legislative authority, challenging the very foundation of British imperial control. Patrick Henry of Virginia took an even more radical position, asserting that the existing Colonial governments were already dissolved and that the Congress needed to develop a completely new system of government, independent from Great Britain. These were profound statements that questioned the legitimacy of British governance and hinted at a future beyond imperial ties.
In direct opposition to these radical ideas, Joseph Galloway presented his "Plan of Union." This proposal suggested the formation of an American legislative body that would possess some authority, and whose consent would be required for imperial measures. Galloway's plan represented a less radical approach, aiming to create a formal union between Great Britain and the Colonies, thereby preserving the imperial connection while granting the colonies greater autonomy. However, the delegates ultimately chose to table this measure and later struck it from the official record of their proceedings. This decision underscored the growing influence of the more radical elements within the Congress and signaled a move away from proposals that sought to maintain a strong constitutional link with Great Britain.
