Robbins, one of the players, dismisses his wife Serena's pleas not to play, asserting a man's right to recreation on a Saturday night. Jake, Clara's husband and a fisherman, attempts his own lullaby, "A Woman is a Sometime Thing." Other characters, such as Mingo and Jim, a cotton-hauling stevedore tired of his job, gradually enter the scene. Porgy, a disabled beggar, arrives on his goat cart to organize the game, and Peter, an elderly honey vendor, makes his rounds.
The arrival of Crown, a strong and violent stevedore, with Bess, his woman, introduces immediate tension. Crown purchases whiskey and "happy dust" from Sportin' Life, the local dope peddler. Bess is largely shunned by the community, particularly by the pious Serena and the matriarchal cookshop owner Maria, but Porgy offers her a soft defense. The craps game escalates, leaving only Robbins and a heavily intoxicated Crown. When Robbins wins, Crown attempts to prevent him from taking his winnings, leading to a brawl. As the community prepares for a church picnic on Kittiwah Island, Sportin' Life again tries to lure Bess to New York, offering her "happy dust." Porgy intervenes, scaring him off. Sportin' Life warns Bess that her men come and go, but he will always be there. Left alone, Bess and Porgy express their love in "Bess, You Is My Woman Now." Bess is invited to the picnic by Maria, initially declining because Porgy cannot attend due to his disability, but Maria insists. Bess leaves Porgy behind, who watches the boat depart. On Kittiwah Island, Sportin' Life presents his cynical views on the Bible in "It Ain't Necessarily So," drawing Serena's chastisement. As they prepare to leave, Crown emerges, reminding Bess that Porgy is "temporary." He refuses to let her go, forcefully kisses her, and commands her into the woods, leaving her behind as the boat departs without her. A week later, Bess is delirious with fever in Porgy's room, having returned from Kittiwah Island. Serena prays for her recovery, and Bess eventually recovers. Porgy confronts Bess about Crown, and she admits Crown's promise to return. Porgy offers her freedom, but Bess expresses her fear of Crown's hold and her desire to stay, begging Porgy to protect her. He promises she will never be afraid again in "I Loves You, Porgy." Clara, fearful for Jake, watches the water as a hurricane bell begins to ring. The residents gather in Serena's room for shelter, singing hymns. Crown dramatically enters, having swum from Kittiwah Island, seeking Bess. He taunts the praying chorus and sings a vulgar song. Clara sees Jake's overturned boat and runs out to save him, handing her baby to Bess. Crown, taunting Porgy, goes out himself, yelling, "Alright, Big Friend! We're on for another Bout!" as the storm intensifies.
