The Municipal Legislative and Executive Bodies
At the core of Florence's municipal governance is the City Council, known as the Consiglio Comunale. This legislative body comprises 36 councilors who are elected every five years through a proportional system. These elections coincide with the mayoral elections, ensuring a synchronized political cycle. The City Council is responsible for enacting local laws and policies that guide the city's development and daily operations. Its composition reflects the political landscape of Florence, with the current five boroughs all governed by the Democratic Party.
The executive functions of the municipality are carried out by the City Committee, or Giunta Comunale. This committee consists of seven assessors who are nominated and presided over by a directly elected Mayor. The Mayor serves as the chief executive of the city, leading the administration and implementing the policies approved by the City Council. The current mayor of Florence is Sara Funaro, who holds this significant leadership position. A notable former mayor was Matteo Renzi, who served from 2009 to 2014 before becoming the Italian Prime Minister from 2014 to 2016, highlighting the city's role in national politics.
Administrative Boroughs and Local Governance
The municipality of Florence is further divided into five administrative Boroughs, referred to as Quartieri. This subdivision aims to bring governance closer to the citizens and address local issues more effectively. Each borough is managed by its own Council and a President, both of whom are elected concurrently with the city mayor. This decentralized structure allows for a more granular approach to urban management and community engagement.
These boroughs are not merely administrative divisions; they possess specific powers and responsibilities. They are empowered to provide non-binding opinions to the Mayor on a wide array of topics, including environmental concerns, construction projects, public health initiatives, and the regulation of local markets. Furthermore, the boroughs exercise functions delegated to them by the City Council, enabling them to implement specific policies at a local level. To support their activities, each borough is supplied with autonomous funding, which is used to finance local initiatives and projects that directly benefit their respective communities. The five boroughs are Q1 – Centro storico (Historic Centre) with a population of 67,170; Q2 – Campo di Marte, population 88,588; Q3 – Gavinana-Galluzzo, population 40,907; Q4 – Isolotto-Legnaia, population 66,636; and Q5 – Rifredi, which is the most populous with 103,761 residents.
