KDKA, often recognized as the "Pioneer Broadcasting Station of the World," has a rich history that began not as a public broadcasting entity, but as a private radiotelegraph service. Its establishment was a direct result of Westinghouse Electric and Manufacturing Company's post-World War I ambition to expand its commercial radio operations. The station's journey from a specialized communication link to a widely heard broadcasting station involved
navigating early radio regulations and adapting to the rapidly evolving landscape of radio technology in the early 20th century. This transformation laid the groundwork for what would become a significant force in American radio.
The Genesis of KDKA: Westinghouse's Strategic Move
KDKA's origins are deeply intertwined with Westinghouse's strategic efforts to establish a strong presence in the burgeoning radio industry after World War I. During the war, Westinghouse had secured government contracts to develop radio transmitters and receivers for military use, utilizing advanced vacuum tube equipment capable of audio communication, a significant leap from the Morse code-only spark gap transmitters. With the war's end, these government contracts ceased, prompting Westinghouse to aggressively pursue commercial radio ventures. This put them in direct competition with the Radio Corporation of America (RCA), a subsidiary formed by General Electric, Westinghouse's rival.Led by Vice President H. P. Davis, Westinghouse sought to bolster its patent portfolio, acquiring key patents like Reginald Fessenden's "heterodyne" and Edwin Howard Armstrong's regenerative and superheterodyne patents. Despite RCA's competitive edge in international and marine communications, Westinghouse identified an opportunity in private radiotelegraph links. KDKA was initially conceived as part of a project to create these links between Westinghouse's East Pittsburgh factory and its other facilities in Cleveland, Newark, and Springfield, aiming to reduce the cost of using commercial telegraph and telephone lines.
Initial Licensing and Regulatory Hurdles
On October 27, 1920, Westinghouse received a Limited Commercial station license, serial No. 174, with the call letters KDKA. This license, signed by H. P. Davis and processed through the Eighth District Radio Inspector, did not initially mention broadcasting. Instead, it authorized radiotelegraphic communication with Westinghouse facilities and station WCG in Brooklyn, operated by the recently acquired International Radio Telegraph. This licensing was consistent with the standard practice for private radio communication at the time, reflecting the station's original purpose. An interesting detail of KDKA's early licensing was its call sign. Historically, radio stations in the eastern United States were assigned call letters starting with "W." However, KDKA received its "K" call sign during a brief period when land stations were temporarily issued call letters from a sequential block previously reserved for ship stations. Although the policy reverted a few months later, KDKA was permitted to retain its non-standard call sign, contributing to its unique identity.
Transition to General Broadcasting and Frequency Allocation
The notation "360 meters for general broadcasting" was added to KDKA's point-to-point service license on November 7, 1921, marking a pivotal moment in its transition. However, this did not immediately grant KDKA exclusive broadcasting rights. Initially, KDKA had to share its 360-meter assignment with other broadcasting stations that emerged in the region. This shared frequency environment presented challenges for clear and consistent broadcasting.Significant relief came on May 15, 1923, when the Department of Commerce expanded the broadcasting frequency assignments into a broader band, ranging from 550 to 1350 kHz. Under this new regulatory framework, 920 kHz was exclusively allocated to Pittsburgh, and KDKA was granted sole use of this frequency. This exclusive allocation was crucial for KDKA, allowing it to operate without interference from other local broadcasters and solidify its position as a dedicated broadcasting station, moving beyond its initial role as a private communication link and truly embracing its pioneering status in public radio.
