The Financial Intelligence Unit-India (FIU-IND) is a national agency under the Ministry of Finance. Established in 2004, its primary mission is to combat money laundering, terror financing, and other financial crimes. For years, it focused on traditional
banking, but in March 2023, its oversight officially expanded to include Virtual Digital Assets (VDAs), which covers everything from Bitcoin to NFTs. By bringing crypto platforms, now termed Virtual Digital Asset Service Providers (VASPs), under the Prevention of Money Laundering Act (PMLA), the government aims to bring much-needed transparency and accountability to a market once seen as the "Wild West" of finance. This makes FIU registration a mandatory legal requirement for any exchange serving Indian users, whether they are based in India or offshore.
The New Rules: What Compliance Entails
FIU compliance isn't just a one-time registration; it's an ongoing commitment to a strict set of rules. For a crypto exchange to be compliant, it must implement several key measures. The first is mandatory user identity verification, commonly known as Know Your Customer (KYC). This means exchanges must verify all users with valid ID proofs like PAN and Aadhaar. Second, they are required to monitor transactions to detect unusual patterns or high-value trades that might be suspicious. They must report these suspicious transactions to the FIU. Finally, compliant exchanges need to maintain detailed records of all transactions for at least five years, allowing authorities to reconstruct financial trails if needed. In short, these rules turn exchanges into financial gatekeepers, responsible for ensuring the funds passing through their platform are clean and traceable.

More recently, on September 9, 2026, compliance notices were sent to another 15 offshore platforms. You also risk your Indian bank accounts refusing transactions with the unregistered platform, effectively trapping your money. Verifying an exchange's status is a straightforward but essential step. The FIU-IND maintains a public list of all registered VASPs. As of early 2026, dozens of entities have completed their registration. You can find this list on official government websites or through reliable financial news sources that track compliance. Many compliant exchanges, like WazirX, CoinDCX, and ZebPay, prominently display their registration status as a mark of credibility. Some global exchanges that were previously blocked, such as Binance and KuCoin, have since completed the registration process and paid penalties to resume operations in India. Always check for this registration before committing funds to any platform. A lack of transparency about their FIU status should be treated as a major red flag.
