Previously, passengers with luggage exceeding the free allowance faced a cumbersome process. It involved arriving at the station well before departure, locating the parcel office, waiting in a queue, and completing paperwork to pay for the extra weight.

The new digital facility, launched on July 31, 2026, allows passengers with confirmed tickets to declare and pay for their excess luggage online, directly through the IRCTC portal or the Indian Railways Parcel Portal. This move is designed to streamline the process, reduce queues, and offer greater convenience by integrating baggage booking with the ticketing system.
Know Your Free Luggage Allowance
Before you can determine if you need to use the new online booking system, it's crucial to understand the free luggage allowance, which varies by travel class. For AC First Class, the free allowance is 70 kg. For AC 2-Tier and First Class, it's 50 kg. Passengers in Sleeper Class, AC 3-Tier, and AC Chair Car are permitted 40 kg for free. For Second Class, the allowance is 35 kg. These limits are per passenger. It's important to note that for AC 3-Tier and AC Chair Car, the free allowance of 40 kg is also the maximum permissible limit, meaning you cannot book excess luggage for these classes.
Booking Excess Luggage Online: A Step-by-Step Guide
The new system is available for passengers in AC First Class, AC 2-Tier, First Class, Sleeper Class, and Second Class. To use it, passengers with a confirmed ticket can access the feature while booking their ticket or by managing their booking later on the IRCTC platform or the parcel portal. You will need to enter your journey details and declare the weight of your excess luggage. The portal will then calculate the applicable charges based on a rate of 1.5 times the normal luggage fee. The system will display the final cost before you pay. This process provides clarity on charges and rules upfront, helping you avoid surprises.
What About Bag Size and Physical Checks?
While the booking process has moved online, physical restrictions on luggage dimensions remain unchanged. For most coaches, including Sleeper and AC 2-Tier, bags should not exceed 100 cm in length, 60 cm in breadth, and 25 cm in height. However, for AC 3-Tier and AC Chair Car, the dimensions are much stricter at 55 cm x 45 cm x 22.5 cm. Any bag larger than these dimensions must be booked and transported in the separate brake van. The introduction of the online system does not eliminate physical checks. Rather, it streamlines the process for those who comply. Railway officials can now focus their surprise inspections on identifying passengers with un-booked excess luggage. The digital receipt from your online booking serves as proof of payment, making verification quicker.
The Cost of Not Complying
The convenience of the new system comes with a strong incentive to follow the rules. Passengers caught with undeclared or un-booked excess luggage during their journey face a significant penalty. The fine can be up to six times the standard luggage rate. This is a substantial increase from the 1.5 times rate for pre-booked excess luggage. This strict penalty underscores the Railways' intent to enforce luggage discipline and encourage passengers to use the new, transparent online facility. By declaring luggage properly, travellers can avoid hefty fines and ensure a smoother journey for themselves and fellow passengers.
