A New Mandate for Pet Parents
The Jaipur Municipal Corporation (JMC) has introduced a significant policy shift for all dog and cat owners in the city: mandatory registration. This move is aimed at creating a comprehensive database of pets to promote animal welfare, track vaccinations,
and work towards making Jaipur a rabies-free city. To facilitate this, the JMC is integrating the registration process directly into a large-scale public event, turning a civic duty into a community celebration. The deadline for registering pets is September 30, after which owners of unregistered animals could face penalties of up to ₹5,000.
The Carnival as a One-Stop Solution
The headline event for this new initiative is the Mega Pet Carnival, scheduled for August 2 at the IDB campus in Durgapura. This carnival, a joint effort by the JMC, PAWS (Protection of Animal and Welfare Society), and the Kennel Club of Rajasthan, is designed as a seamless, on-the-spot solution for pet owners. Rather than navigating municipal offices, residents can get their pets licensed, vaccinated, and microchipped all in one place. The event aims to streamline what could otherwise be a cumbersome bureaucratic process, making it convenient and accessible for everyone. From 10 am to 6 pm, the venue will transform into a hub of activity where registration and entertainment go hand-in-hand.
What to Expect at the Carnival
While the core purpose is registration, the carnival promises a full day of engaging activities and valuable services. Attendees can avail free anti-rabies vaccinations, general health check-ups, and deworming for their pets. Other services include microchipping, Kennel Club of India (KCI) registration, and opportunities for adopting puppies and indie dogs. Organizers are also providing free reflective collars for street dogs and metal name tags for registered pets. To sweeten the deal, every pet registered at the carnival will receive gifts worth up to ₹2,000, and special discounts will be offered on pet grooming and hostel services. In a unique highlight, there will also be an attempt to set a world record for the largest dog pizza.
How to Register on the Day
To ensure a smooth on-the-spot registration process at the carnival, pet owners should come prepared. You will need to bring your pet along with a passport-sized photograph of the animal. Additionally, you must have your Aadhaar card or another valid form of personal identification, and your pet's latest vaccination card. The annual registration fee is ₹1,000 plus GST. For subsequent years, the renewal fee will be ₹500 plus GST. This initiative is part of a broader push by the JMC to ensure all pets in the city are accounted for and cared for under a regulated system, a move prompted by a Rajasthan High Court directive concerning animal welfare and public safety.
Beyond the Carnival: A City-Wide Push
The Mega Pet Carnival is the flagship event of a 60-day awareness and registration drive that began on August 1. The JMC is not only targeting individual owners but also regulating commercial entities. All pet shops, as well as dog and cat breeders, are now required to register with the Animal Welfare Board of India (AWBI). These establishments cannot sell or transfer an animal without it first being registered with the municipal corporation, ensuring a chain of accountability from breeder to owner. This comprehensive approach underscores a major shift in Jaipur's commitment to responsible pet ownership and urban animal management.
