What is the New Package Visa?
Saudi Arabia has launched the pilot phase of its 'Package Visa', a digital initiative designed to streamline travel to the Kingdom. Instead of booking flights, arranging accommodation, and applying for a visa separately, travellers can now do it all in one
integrated transaction. The new system bundles a tourist e-visa with round-trip flights and stays at licensed hotels. This is all handled through accredited travel agencies, which must meet specific service standards, including offering 24/7 support. India is one of the first seven countries eligible for the scheme, which aims to make planning a trip to Saudi Arabia faster, simpler, and more transparent.
A Major Shift from the Past
For many years, the process of travelling to Saudi Arabia, especially for religious purposes, involved multiple steps and sometimes a lack of clarity. Travellers often dealt with separate entities for flights, hotels, and visas, which could lead to confusion or mismatched arrangements. The Package Visa directly addresses this by requiring key services to be part of a single, pre-approved package. By linking the visa directly to a confirmed travel itinerary, it ensures that what you book is what you get. This shift significantly reduces administrative hurdles and the potential for errors, providing a more connected and seamless journey from the planning stage to arrival.
Greater Clarity for Pilgrims
While the Package Visa is officially a tourist visa, holders are permitted to perform Umrah. This is a significant development for the millions of pilgrims who travel to Mecca and Medina each year. The new system offers them greater protection and certainty. Previously, some pilgrims faced issues with accommodation or transport not matching what was promised by third-party agents. Under the new rules, packages must include accommodation at a Ministry of Tourism-licensed hotel rated four stars or above. Although the packages themselves don't include specific Umrah services, the visa allows travel to the holy cities. This ensures a baseline of quality and accountability. It's important to note this visa cannot be used for the Hajj pilgrimage, which requires a separate, dedicated Hajj visa and permit.
Boosting Tourism Beyond Religion
The Package Visa is a cornerstone of Saudi Arabia's ambitious Vision 2030 plan, which aims to diversify the economy away from oil and become a global tourism powerhouse. The Kingdom has set a goal of attracting 150 million visitors annually by 2030 and welcomed over 29 million in 2025. By simplifying the entry process, Saudi Arabia is making itself a more attractive destination for general tourists. Travellers can add experiences, event tickets, and other activities to their packages, encouraging them to explore beyond the holy cities. The visa allows for a stay of up to 88 days, providing ample time for visitors to discover the country's diverse landscapes, ancient heritage sites, and modern attractions.
What Travellers Need to Know
For Indian travellers interested in the Package Visa, the process starts with an authorised travel agency. Currently, two providers, Reserval and Almosafer, are accredited, with more expected to follow. The key is that the entire package—flights, accommodation, and visa—is purchased as a single unit. The electronic visa is typically issued within 48 hours of purchase. Cancelling the travel package will automatically revoke the associated visa. While this new system offers convenience, travellers should still carefully review the details of their package to ensure all components meet their expectations before booking.
