A Carnival with a Cause
On Sunday, August 2nd, the Jaipur Municipal Corporation (JMC) hosted a Mega Pet Carnival that was far more than a simple gathering. Thousands of pet owners attended the event, which featured on-the-spot registration, free anti-rabies vaccinations, health
check-ups, and even an adoption drive for stray animals. More than 2,000 pets were registered, over 1,000 received free vaccinations, and more than 50 stray dogs found new homes. The event was part of a larger JMC initiative to create a comprehensive database of pets, with a deadline of September 30 for all pet dogs and cats in the city to be registered. After this date, owners of unregistered pets could face fines of up to ₹5,000.
Why the Sudden Push for Registration?
The drive for pet registration in Jaipur is not arbitrary. It's a direct response to a directive from the Rajasthan High Court following concerns about stray dog management and dog bite incidents. JMC Commissioner Om Kasera clarified that the goal is not to penalise owners but to promote public health and animal welfare. The key objectives are to ensure all pets are vaccinated against rabies, create a safer environment for both residents and animals, and move towards making Jaipur a rabies-free city. This municipal-level mandate reflects a broader trend across major Indian cities like Delhi, Mumbai, and Bengaluru, where local bodies are making pet licensing a legal requirement.
The Practical Benefits of a Pet Licence
Beyond avoiding a hefty fine, registering your pet offers numerous practical advantages. Firstly, it provides legal proof of ownership, which can be invaluable in disputes or if your pet is stolen. Secondly, it is a crucial safety net if your pet gets lost. A registered pet, often with a tag or a microchip, can be quickly identified and returned to its owner. The registration process also ensures public health by requiring proof of a current anti-rabies vaccination, contributing to community-wide immunity. Furthermore, a registration certificate is often required by housing societies and can simplify processes like travel or using boarding kennels.
How Does Registration Work?
While the process can vary slightly between cities, the requirements are generally straightforward. In Jaipur, owners need to provide a recent photograph of their pet, proof of an up-to-date anti-rabies vaccination, their own identity proof like an Aadhaar card, and a registration fee. The annual fee in Jaipur is set at ₹1,000 plus GST, with a renewal fee of ₹500 plus GST. Many municipalities are now offering online portals to make registration quicker and more convenient. The JMC, for instance, has upgraded its online system to allow residents to complete the process in minutes. It is important for pet owners to distinguish between a municipal registration and a Kennel Club of India (KCI) certificate; the KCI certificate denotes a dog's pedigree and is not a substitute for the mandatory city license.
A New Standard for Pet Shops and Breeders
The new regulations in Jaipur also extend to commercial entities. Pet shops, breeders, and kennel operators are now required to register with the Animal Welfare Board of India (AWBI). Crucially, they cannot sell or transfer any dog or cat without it first being registered with the municipal corporation. This is designed to bring greater accountability to the pet trade, discourage illegal breeding, and ensure that new owners are aware of their registration duties from day one. For puppies or kittens under three months, new owners must provide an undertaking to get the animal vaccinated at the appropriate age.
