Add the oil and rub it into the flour with your fingertips until the mixture resembles breadcrumbs. Gradually add the warm water and knead to form a firm, non-sticky dough. Divide the dough into two balls. Place one ball between two sheets of parchment paper and roll it out as thinly as possible — the thinner the roll, the crispier the chip. Turn the heat down to the lowest setting, or switch it off completely. Sprinkle the prepared spice mix over the puffs. Toss everything together quickly and thoroughly to ensure the puffs are evenly coated with masala. Be careful not to let the spices burn. Spread the masala jowar puffs on a plate to cool down completely. This step is crucial for them to retain their crunch.
