As the festive season approaches, the annual debate around firecrackers is back. Caught between tradition and mounting concerns over air and noise pollution, civic authorities and police departments are tasked with enforcing a delicate balance.
The National Mandate
The framework
for firecracker regulations is largely shaped by Supreme Court directives, which aim to mitigate environmental damage and public health risks. Over the years, the court has moved towards permitting only 'green crackers' with reduced emissions and has repeatedly emphasised time restrictions for bursting them. A ruling from September 2026 reiterated that there would be no complete ban, but bursting would be restricted to specific time slots. The court has consistently highlighted the need to balance religious sentiments with public health, urging citizens to be mindful of the impact on children and the elderly. Enforcement, however, is left to state governments and local police forces, leading to a variety of strategies across the country.
Delhi: A Complete Ban
In the National Capital Region, which perennially struggles with severe winter air pollution, the approach is the strictest. The Delhi government has imposed a complete ban on the production, storage, sale (including online), and use of all types of firecrackers. This ban is in effect until January 1 of the following year. Delhi Police, in coordination with the Delhi Pollution Control Committee, is preparing an action plan for strict enforcement. In previous years, this has involved seizing large quantities of illegal firecrackers and registering cases against violators. The messaging is clear: even products marketed as 'green crackers' are not legal to buy or burst in the capital.
Mumbai: Focus on Public Spaces
Following a directive from the Bombay High Court, the Mumbai Police have implemented a ban on bursting firecrackers on public roads, streets, and footpaths. This order is effective from October 6 to December 4, 2026. While this does not prohibit bursting crackers within private residential compounds, the general Supreme Court window of 8 pm to 10 pm and other noise pollution rules still apply everywhere. Enforcement will rely on increased patrols and action on citizen complaints lodged via the '112' helpline. Police have also been equipped with decibel-measuring instruments to record noise levels and take evidence-based action against violators.
Kolkata: A Two-Hour Window for Green Crackers
Kolkata Police have specified a strict twondour window for Diwali and Kali Puja celebrations, allowing the use of authorised green crackers only between 8 pm and 10 pm. A separate window from 6 am to 8 am is permitted for Chhath Puja. To enforce this, police will conduct roundndtheclock checks and deploy special mobile squads with decibel meters to patrol neighbourhoods. The focus is on ensuring that only certified green crackers, which bear a QR code, are sold and used. Authorities have already seized thousands of kilograms of illegal fireworks and made several arrests in the runup to the festive season.
Chennai: Split Timings for a Traditional Diwali
Recognising local customs, Tamil Nadu typically allows firecrackers in two separate onendhour slots:' '6 am to 7 am and '7 pm to '8 pm on the day of Diwali. This accommodates the tradition of bursting crackers after the early morning oil bath. The government permits only certified green crackers and encourages community bursting in designated open spaces to minimise risk. The Greater Chennai City Police enforces these rules by registering cases against those who burst crackers outside the permitted hours. During last year's New Year celebrations, a complete ban on firecrackers was enforced with nearly $90,000$ police personnel deployed across the city.
Bengaluru: HighndTech Surveillance
Bengaluru has adopted a techforward approach to enforcement. The police have deployed AIpowered detection systems that use the citys extensive CCTV network to identify firecracker activity in realtime. The system detects flashes and smoke, automatically sending alerts to nearby patrol units for swift action. While a general $10$ pm deadline for bursting crackers is in effect, based on Supreme Court directives, the city has previously imposed complete bans during events like New Year s celebrations. Enforcement also involves drone surveillance and increased patrols, with a clear warning that violations of any guidelines will lead to strict legal action against offenders.
