How to Identify an Official Vendor

This card displays crucial details like the vendor's name, their contractor's name, and other verification data. Passengers can and should ask to see this ID. Always Ask for a Bill
Your most powerful tool against overcharging is insisting on a bill for every purchase. Official vendors are mandated to use Point of Sale (POS) machines to generate a printed bill for every transaction, no matter how small. This ensures transparency and provides a record of your purchase. In a significant move to empower passengers, Indian Railways has a 'no bill, the food is free' policy. If a vendor fails or refuses to provide a bill, you are not obligated to pay for the item. This policy is meant to be displayed in trains to make passengers aware of their rights and to hold vendors accountable. Always remember to ask for the bill before you pay.
How to Check Official Food Prices
If you suspect a vendor is overcharging, you can instantly verify the official rates. IRCTC provides multiple ways to access the approved price list. The 'Menu On Rails' app is a dedicated tool for this purpose. You can also find the rate card on the official IRCTC website and via SMS links sent to passengers. The menu and prices are often displayed inside coaches or are available with the pantry car manager. Items like 'Rail Neer' packaged water have a fixed MRP that should not be exceeded. By cross-checking the price, you can confidently challenge any attempts to overcharge you.
Filing a Complaint Effectively
If you encounter an issue with overcharging, food quality, or vendor behaviour, there are several official channels to file a complaint for prompt action. The most effective method is using the 'RailMadad' app or web portal, or by calling the integrated helpline number 139. When filing a complaint, be sure to provide your PNR number, train details, and, if possible, photo evidence. You will receive a complaint ID via SMS to track the status of your grievance. Tagging the official Twitter (now X) handle of the Ministry of Railways (@RailMinIndia) or IRCTC (@IRCTCofficial) with your complaint details is also a highly effective way to get a swift response and resolution.
