A Monsoon of Extremes
For India's farmers, the timing and distribution of monsoon rain are more important than the national average. The 2026 southwest monsoon is a case in point. After a delayed start and a significant deficit in June, rainfall picked up in July but remained
highly inconsistent. As of mid-August, the all-India rainfall deficit stood at 12% below the long-period average. However, this single number masks a complex reality: some districts have experienced floods while others continue to battle prolonged dry spells. This patchiness is the core of the problem. One or two days of heavy rain cannot compensate for weeks of dryness, as soil moisture quickly declines, stressing crops at critical growth stages.
The Geographic Divide
The rainfall disparity across the country is stark. East and Northeast India have been hit the hardest, with a rainfall shortfall of 27% as of August 13. Major agricultural states are facing significant deficits, including Bihar (39%), East Uttar Pradesh (31%), Punjab (31%), and Jharkhand (25%). In the south, key regions in Karnataka and Andhra Pradesh are also lagging, with deficits exceeding 20% and 30% respectively in some areas. This geographic lottery determines the fate of crops. While states like Odisha have received excess rain, the large deficits in the Gangetic plains and parts of southern India are a major cause for concern, as these are critical belts for rice, pulses, and coarse cereals.
Crops on the Watchlist
The uneven monsoon has put several key Kharif crops at risk. Overall sowing of Kharif crops was about 2% lower than last year as of August 14. Rice, the main Kharif staple, has seen its acreage decline by 3.7%. This is particularly worrying for states like Bihar and West Bengal. Pulses and coarse cereals like maize have also seen a dip in sowing area. Experts are particularly concerned about soybean, which is now entering a crucial growth phase. Continued moisture stress through late August could severely impact flowering and pod formation, leading to lower yields. With the main sowing season now effectively over, the final harvest size will depend entirely on crop yields, which are now at the mercy of rainfall patterns in the coming weeks.
The Ripple Effect on Food Inflation
The farm-gate risks have a direct line to household kitchens. A potential shortfall in the production of key staples like rice and pulses could fuel food inflation, which already hit a 19-month high in July 2026. Even before the full impact of the Kharif season is known, prices for some vegetables and pulses have begun to climb. Concerns over lower domestic production of oilseeds like soybean, coupled with high global edible oil prices, could further strain household budgets. While India currently has comfortable food grain stocks, a poor Kharif harvest would increase pressure on these reserves and could lead to more cautious export policies for commodities like rice and sugar to ensure domestic availability.
Looking Ahead: Mitigation and a Weakening Forecast
With the India Meteorological Department (IMD) forecasting below-normal rainfall for both August and September, the risks are intensifying. The monsoon trough is expected to weaken, reducing rainfall activity, particularly over central and southern India where crops are vulnerable. Farmers in rain-fed areas have few options beyond hope, but those with access to irrigation are relying on reservoirs. However, live storage in India's major reservoirs is also below last year's levels, constraining the ability to provide life-saving irrigation if a long dry spell materializes. The current situation underscores a persistent challenge for Indian agriculture: adapting to an increasingly volatile and unpredictable monsoon, a pattern that scientists believe is being influenced by climate change.
