The Policy That Unlocked the Skies
The catalyst for this cosmic shift is the Indian Space Policy 2023. This landmark framework officially opened the doors for private companies, or Non-Governmental Entities (NGEs), to participate in end-to-end space activities. Before this, the private sector's
role was largely confined to being component suppliers for ISRO. The new policy clearly defines the roles of various bodies: ISRO will now focus primarily on advanced research and development, while a new regulatory body, the Indian National Space Promotion and Authorisation Centre (IN-SPACe), acts as a single-window agency to promote and authorise private space activities. This has created a structured and supportive environment, encouraging startups to build everything from rockets to satellites.
Meet India's New Rocket-Builders
Leading the charge are ambitious startups with their sights set on orbit. Skyroot Aerospace, founded by former ISRO scientists, made history with its Vikram-1 rocket, which successfully reached orbit on its maiden flight in mid-2026. The Hyderabad-based company is already preparing for its second launch, signaling a move towards a regular launch cadence. Another key player is Agnikul Cosmos, which has developed the world's first single-piece 3D-printed rocket engine. The Chennai-based startup has successfully tested its Agnibaan rocket in a suborbital flight and is now also exploring reusable rocket technology to drive down costs. These companies are not just building hardware; they are building a new, cost-effective Indian alternative for the booming global small satellite launch market.
ISRO's New Role: From Player to Coach
This private-sector boom doesn't mean ISRO is taking a backseat. Instead, its role is evolving from being the sole player to becoming a coach and facilitator. By handing over routine manufacturing and launch services to private firms, ISRO can concentrate its resources on pioneering missions like the Gaganyaan human spaceflight program, a planned space station by 2035, and sending an astronaut to the Moon by 2040. ISRO is actively supporting startups by transferring mature technologies and providing access to its world-class testing facilities and launchpads, a collaboration that reduces development time and costs for the burgeoning private industry.
Fueling the Economic Engine
The economic projections for this new phase are astronomical. India's space economy, valued at around $8-9 billion, is projected to soar to approximately $44 billion by 2033. This growth is being powered by a surge in private investment, which has climbed significantly since the sector was opened up in 2020. The number of registered space startups has exploded from just a handful to over 400. This ecosystem extends beyond launch vehicles to include companies like Pixxel, which is building constellations of earth-observation satellites, and others focused on downstream data analytics and applications, turning raw satellite data into actionable insights for sectors like agriculture, insurance, and disaster management.
The Path to a Global Space Hub
The ambition is clear: to transform India into a global hub for space technology and services. The new policies, including liberalised Foreign Direct Investment (FDI) rules, are designed to attract more capital and international collaboration. However, challenges remain. Building rockets is capital-intensive, and startups will need sustained, patient funding to move from prototypes to commercially viable operations. They will also face stiff competition from established international players. But the combination of ISRO's legacy of frugal engineering, a deep pool of skilled talent, and the dynamism of the private sector has created powerful momentum. The goal is not just to launch satellites, but to create a self-sustaining ecosystem that drives innovation, creates high-skilled jobs, and cements India's position as a leading power in the final frontier.
