An Uneven Monsoon Picture
After a strong revival in July helped narrow an early-season deficit, the 2026 southwest monsoon has lost momentum in August. As of mid-August, the all-India rainfall deficit is hovering around 12% below the long-period average. However, this national
figure masks a more complex and worrying reality: sharp regional variations. While central India has largely erased its deficit, other crucial agricultural zones are lagging significantly. East and northeast India face a shortfall of 27%, the south peninsula is down by 20%, and northwest India is 11% below normal. This inconsistency, marked by heavy downpours in some districts and prolonged dry spells in others, means that seasonal totals alone do not tell the whole story.
Which Crops Are Most at Risk?
The timing of this rainfall deficit is critical. Key kharif crops like paddy (rice), soybeans, pulses, and maize are entering their crucial growth stages, where adequate moisture determines the final yield. According to data from the Agriculture Ministry as of August 14, overall kharif sowing is about 2% lower than last year. The most significant concerns are around rice, where acreage is down 3.7%, and pulses like tur (pigeon pea), which has seen a 4% drop in planting. Soybeans, a major oilseed, are also at risk. Experts note that many of the top-producing districts for rice, soybean, and tur are currently experiencing rainfall deficits, heightening concerns about productivity. Continued moisture stress through the end of August could severely impact flowering, pod formation, and grain filling for these crops.
The View from the States
The impact of the erratic monsoon is not uniform across the country. Several major agricultural states are facing significant shortfalls. Bihar is grappling with a 39% deficit, while East Uttar Pradesh and Punjab are both down by 31%. Other states like Jharkhand, Karnataka, and Kerala are also facing deficits of over 20%. In contrast, some areas have received normal or even excess rain, leading to a patchwork of drought-like conditions and localized flooding. This disparity poses a significant challenge for farmers and policymakers, as a one-size-fits-all response is ineffective. The situation is particularly tense in rain-fed regions, which are almost entirely dependent on the monsoon and have limited access to irrigation to cushion the blow of a dry spell.
Beyond the Farm Gate
The consequences of a poor kharif harvest extend far beyond rural India. Agriculture is a cornerstone of the national economy, and a drop in crop yields can have a widespread ripple effect. Lower agricultural output could tighten domestic food supplies, potentially leading to higher food inflation, which directly affects the budget of every household. Reduced farm incomes also depress rural demand for goods and services, which can slow down broader economic growth. Furthermore, India is a major global supplier of commodities like rice, and any significant decline in production could impact international markets and India's export earnings.
Eyes on the Skies and Policy
With the sowing season virtually over, the fate of the 2026 kharif harvest now hinges on the monsoon's performance through the rest of August and September. The India Meteorological Department (IMD) has forecast below-normal rainfall for the second half of the monsoon season, partly due to strengthening El Niño conditions, which tend to suppress rainfall. This forecast suggests that the challenges may persist. Farmers and agricultural bodies are watching closely, hoping for a late revival. In the meantime, attention turns to potential government interventions, such as contingency plans for affected districts, crop insurance payouts, and managing buffer stocks to ensure food security and stabilize prices should yields fall short of expectations. The coming weeks will be crucial in determining the final outcome of a monsoon season that has been anything but average.
