A Strategic Shift in the Skies
For over sixty years, the Indian Space Research Organisation (ISRO) was the sole custodian of India's space dreams, achieving incredible feats from lunar landings to interplanetary missions. But the global space landscape has changed. It's no longer just
a race between nations but a bustling commercial marketplace. Recognizing this, India initiated landmark reforms in 2020, formally opening the sector to private enterprise with the Indian Space Policy of 2023. This policy creates a new architecture for India's space endeavours. ISRO is now tasked with focusing on advanced research, deep-space exploration, and national security missions. Its commercial duties have been handed over to NewSpace India Limited (NSIL), while a new regulatory body, the Indian National Space Promotion and Authorization Center (IN-SPACe), acts as a single-window agency to enable and oversee private companies. This deliberate pivot from a government-led model to a public-private partnership is the single most important change in India's space strategy in a generation.
The Economic Engine of 'NewSpace'
The move to commercialise space is about much more than just building rockets; it's about building an economy. India's space economy, valued at around $9 billion, is projected to surge to over $40 billion by the next decade. The government's goal is to capture 8% of the global space market by 2030, a significant jump from the current 2-3%. Private launches are the engine for this growth. Companies like Hyderabad-based Skyroot Aerospace, which recently became India's first space-tech unicorn, and Chennai's Agnikul Cosmos are at the forefront. Skyroot's successful orbital launch of its Vikram-1 rocket in July 2026 was a watershed moment, making India only the fourth country with a private company capable of reaching orbit. This growing ecosystem, which now includes over 400 startups, attracts foreign direct investment, creates high-skilled jobs, and fuels a domestic supply chain for advanced manufacturing. Investments are pouring in, with private funding climbing from just over $100 million in 2021-22 to hundreds of millions annually.
Faster, Cheaper, and More Agile
Private companies bring a new dynamism to the launch sector. While ISRO's workhorses like the PSLV are reliable and powerful, they are designed for large, complex national missions. Private players, on the other hand, are focusing on the booming market for small satellites. They can develop launch vehicles faster and at a lower cost, using innovative technologies like 3D-printed engines and advanced composite materials. This agility allows them to cater to a global clientele looking to deploy constellations of small satellites for communications, Earth observation, and data services. By taking over these routine, commercial launches, private firms free up ISRO's valuable resources and personnel. This allows the national agency to concentrate on strategic, high-risk, high-reward projects like the Gaganyaan human spaceflight program, a future Indian space station, and a planned crewed mission to the moon by 2040.
Strengthening National and Strategic Goals
A robust commercial launch sector is also a major strategic asset. Having a diverse portfolio of domestic launch providers enhances India's 'Aatmanirbhar' or self-reliant posture in a critical technology domain. It reduces dependence on foreign rockets for launching strategic assets and provides redundancy, ensuring India has assured access to space. As space becomes an increasingly vital component of national security—from surveillance and communication to navigation—a strong industrial base is non-negotiable. Furthermore, as ISRO plans to launch 100-150 new satellites over the next few years for surveillance and disaster management, a partnership with the private sector becomes essential to meet this cadence. The commercialisation of space, therefore, is not a dilution of the state's role but a strategic multiplication of its capabilities, ensuring India can compete and collaborate from a position of strength on the world stage.
