The Department of Culture and Tourism – Abu Dhabi (DCT Abu Dhabi) has launched a pilot programme specifically for Indian tourists. This initiative covers the cost of a UAE entry visa for up to 20,000 travellers. The programme is active for travel between
August 1 and October 31, 2026. It's important to understand this is not a universal visa-free travel policy for all Indians. Instead, it's a targeted incentive where the visa fee, approximately 285 dirhams, is covered by DCT Abu Dhabi when you book a qualifying holiday package. The visa itself is still required and must be processed and approved under standard UAE immigration rules. The offer is designed to make Abu Dhabi a more attractive destination by reducing the upfront cost of travel.
The Crucial Role of Agencies
The central theme of this programme is that travellers cannot apply for the visa cost waiver independently. To benefit from the offer, you must book your trip through a participating travel partner or an approved online travel agency. These agencies are the gatekeepers to the programme. They either process the visa through a destination management company (DMC) appointed by DCT Abu Dhabi, with the department covering the cost directly, or they get a reimbursement for each visa issued under the scheme. This means your first step is to identify and connect with a travel provider that is part of this specific initiative. Eligibility Criteria You Must Meet
The free visa programme has strict eligibility rules. Firstly, you must be an Indian passport holder travelling from India. The booking must include a confirmed return flight ticket. A crucial requirement is a hotel stay of at least three consecutive nights in an Abu Dhabi hotel. Simply booking a flight without the required hotel stay will not make you eligible for the offer. The entire holiday package must be booked through one of the approved travel partners. This structure ensures that the benefit is tied directly to tourism that supports Abu Dhabi's local economy, particularly its hotel sector.
Are There Other 'Free' UAE Visas?
Beyond the Abu Dhabi programme, the UAE has other visa rules that can benefit Indian families. During the summer, typically from July 15 to September 15 each year, the UAE often waives the visa fee for children under 18 who are travelling with their parents. This is a separate initiative aimed at boosting family tourism during the hotter months. Additionally, certain Indian passport holders with valid visas or residence permits from the USA, UK, or EU may be eligible for a 14-day visa on arrival, though a fee applies for this service. It is not free. Travellers should also be aware of transit visas (for 48 or 96 hours) offered by airlines like Etihad and Emirates, which can be a low-cost option for a short stopover but are not the same as a free tourist visa.

While the Abu Dhabi initiative is a legitimate offer, it highlights the importance of working with credible, authorised travel agencies. Before making any payments, travellers should verify that the travel agent is officially part of the DCT Abu Dhabi programme. Ask for written confirmation that the visa cost is included and waived as part of your package. Be wary of any agency that asks for a separate 'free visa' processing fee that seems unusually high; while agencies have service charges, the visa fee itself should be covered.
