Know Your Free Luggage Allowance
Before you even think about excess baggage, it's vital to know what you can carry for free. Indian Railways has a generous but specific allowance that varies by travel class. If you're in AC First Class, you can carry up to 70 kg free of charge. The limit
is 50 kg for AC 2-Tier, and 40 kg for those in AC 3-Tier, AC Chair Car, and Sleeper Class. Passengers in the Second Class (General) have a free allowance of 35 kg. These limits are per passenger, and staying within them means a smoother, cost-free experience. It’s also worth noting that some classes, like AC 3-Tier, have a maximum limit that is the same as the free allowance, meaning you cannot book any extra luggage to carry in the coach.
The Six-Times Penalty Rule
The most compelling reason to pay attention to your luggage weight is the penalty for non-compliance. If a passenger is caught with un-booked luggage that weighs more than the free allowance, the excess weight is charged at six times the standard luggage rate. This rule, while not new, is being enforced more strictly to prevent cramped compartments and ensure passenger convenience. For example, if booking 40 kg of excess luggage for a 500 km journey costs around ₹109, getting caught with the same un-booked luggage would result in a penalty of ₹654. This steep fine is designed to encourage passengers to declare and book their excess luggage properly.
Booking Excess Luggage Online
To make compliance easier, Indian Railways has introduced a facility to book excess personal luggage online. This service, which launched around July 31, 2026, is available for passengers with confirmed reserved tickets in eligible classes like AC First Class, AC 2-Tier, Sleeper, and Second Class. Passengers can use the Indian Railways Parcel Portal (parcel.indianrail.gov.in) to declare and pay for extra baggage digitally before their journey. After entering your PNR and luggage details, the portal calculates the charges. You can then print the application, present your bags at the station's parcel office for final weighing, and pay the confirmed amount. This system saves you from long queues and potential last-minute stress.
It's Not Just About Weight, But Size Too
While weight is a primary concern, the dimensions of your luggage are equally important. For most classes, including AC First Class and Sleeper, trunks or suitcases should not exceed 100 cm in length, 60 cm in breadth, and 25 cm in height. However, for AC 3-Tier and AC Chair Car, a much smaller size limit applies: 55 cm x 45 cm x 22.5 cm. Luggage that exceeds these dimensions, even if it's within the weight limit, is not supposed to be carried in the passenger compartment. It must be booked and transported in the separate luggage van, also known as the brake van.
How Excess Luggage Charges Work
If your luggage is over the free allowance but within the maximum permissible limit for your class, you are required to pay for the extra weight. This is charged at 1.5 times the normal luggage rate. The minimum charge for booking excess luggage is ₹30. These charges are calculated based on the weight of the excess baggage and the distance of your journey. Booking in advance via the parcel office or the new online facility ensures you pay this standard rate, which is significantly lower than the six-times penalty for being caught with undeclared bags.
