The Green Jobs Promise
India's renewable energy sector is expanding at a remarkable pace, driven by government policies like the PM-Surya Ghar scheme, which aims to install rooftop solar on one crore homes. This green boom is projected to create millions of jobs, with some
estimates suggesting the workforce could reach 7.29 million by 2028. The government’s flagship “Suryamitra” program, launched in 2015, was designed to train technicians for the solar industry, having certified over 50,000 individuals by late 2022. These initiatives paint a picture of a thriving job market, essential for achieving the country's goal of 500 GW of non-fossil fuel energy by 2030.
A Certificate Is Not a Career
Despite the impressive training numbers, a significant gap exists between certification and employment. One of the most persistent critiques of existing skill programs is that a certificate doesn't guarantee a field-ready employee. Industry leaders point out that many certified candidates still require significant on-the-job training before they can be trusted on a live project site. The placement rate for the Suryamitra program, for example, stood at 48% as of 2023, meaning less than half of the trained individuals secured jobs through the program over a nine-year period. This highlights a core challenge: training output is not the same as a deployable, job-ready workforce.
The Skill-Gap Reality
The problem isn’t just about the number of trained workers, but the nature of their skills. The solar industry is evolving rapidly, with a growing need for expertise in newer technologies like TOPCon and HJT modules, as well as in battery storage and smart grid integration. However, many training programs remain focused on basic installation and maintenance. Industry experts have highlighted a clear lack of young electrical engineers specializing in crucial areas like power conversion and system integration. Furthermore, while the curriculum of programs like Suryamitra has been satisfactory to trainees, industry players and training partners have called for it to be expanded to include modules on solar manufacturing and more practical, hands-on experience.
Location, Location, Relocation
A major, often underestimated, hurdle in solar recruitment is not a shortage of talent but the challenge of relocation. Many large-scale solar projects are situated in remote, rural areas, often hundreds of kilometers away from where skilled candidates live. Even with competitive salaries, convincing technicians, electricians, and engineers to move for project-based work is a major obstacle for employers, leading to long hiring cycles and project delays. For many workers, practical concerns like accommodation, family visits, and job stability after the project concludes are primary decision factors. Social barriers also play a role, particularly for women, who may be discouraged from taking jobs in distant locations with poor transport and facilities.
Job Quality and Career Paths
Beyond getting a job, the quality of that job is a critical question. Many roles in the solar installation sector are contractual or project-based, offering limited long-term stability or career progression. This gig-like nature of the work can be a deterrent for those seeking stable employment. The long, residential format of some training programs can also be a barrier for individuals who are the sole earners for their families and cannot afford to be away from their current occupation. To make clean energy jobs truly attractive, companies are realizing they must offer more than just a salary, including better site infrastructure and clear pathways for career advancement.
