The Problem with Traditional Crackers
For decades, traditional firecrackers were at the heart of celebrations, but they came at a high environmental and health cost. These crackers are manufactured using a cocktail of hazardous chemicals, most notably barium nitrate, which creates the brilliant
green sparks. They also contain other banned or harmful substances like lithium for red colours, arsenic, antimony, and lead. When burst, these crackers release enormous plumes of toxic smoke, leading to a sharp spike in particulate matter (PM2.5 and PM10). This smoke is a known cause of severe respiratory issues, particularly for children and the elderly, and contributes to the thick, choking smog that often blankets Indian cities after major festivals. The Supreme Court of India has explicitly banned the use of barium salts and other toxic chemicals in firecrackers due to these proven public health risks.
What Makes a Cracker 'Green'?
Following the Supreme Court's push for a less polluting alternative, the Council of Scientific and Industrial Research (CSIR) and the National Environmental Engineering Research Institute (NEERI) developed 'green crackers'. These are not pollution-free, but they are designed to be significantly less harmful. By definition, a green cracker has a modified chemical formulation that reduces particulate matter emissions by at least 30-40% compared to traditional ones. They are made without the most hazardous compounds, including barium nitrate, arsenic, and antimony. Many also feature dust suppressants or release water vapour, which helps to settle dust and pollutants. The noise level is also regulated, capped at around 110-125 decibels, a noticeable reduction from the 145 decibels or more that some traditional crackers can reach.
The Legal and Regulatory Framework
The regulation of firecrackers in India is governed by several laws, including the Explosives Act of 1884 and the Environment (Protection) Act of 1986. After years of litigation concerning air quality, the Supreme Court effectively banned conventional crackers nationwide, permitting only the manufacture and sale of improved formulations that meet the 'green' criteria set by CSIR-NEERI. The Petroleum and Explosives Safety Organisation (PESO) is the nodal agency responsible for granting licenses for manufacturing, storage, and sale, ensuring that only approved green formulations reach the market. Any manufacturer producing crackers must adhere to these strict standards, and violations can lead to severe penalties, including imprisonment. The court's orders apply across all states, not just the Delhi-NCR region, making green crackers the only legal option for celebrations nationwide.
Three Main Types of Green Crackers
CSIR-NEERI has developed three main categories of green crackers, each with a unique mechanism for reducing pollution. The first is SWAS (Safe Water Releaser), which releases water vapour as it burns, helping to suppress dust. It doesn't use potassium nitrate or sulphur, further cutting down on particulate emissions. The second is STAR (Safe Thermite Cracker), which also avoids the use of potassium nitrate and sulphur and produces reduced particulate matter and lower sound intensity. The third type is SAFAL (Safe Minimal Aluminium), which uses a minimal amount of aluminium and replaces magnesium with a safer alternative, leading to a significant reduction in noise compared to traditional counterparts. These innovations allow for the light and sound effects people associate with festivals but with a considerably smaller environmental footprint.
How to Identify Genuine Green Crackers
With the market sometimes flooded with fakes, identifying authentic green crackers is crucial for both legal compliance and safety. Genuine green crackers are required to feature a distinct CSIR-NEERI logo on the box. More importantly, each box must have a scannable QR code. Consumers can scan this code using the 'CSIR NEERI Green QR Code' app to verify the cracker's authenticity and view its manufacturing details and emission test certificates. The absence of this logo and a functional QR code is a clear sign that the product is likely a conventional, illegal firecracker masquerading as a green one. Always purchase from licensed sellers who can be held accountable for the products they stock.
