of India (FSSAI). All catering vendors, whether in base kitchens or on trains, must have an FSSAI license, which ensures they adhere to national food safety laws. Meals are prepared in designated base kitchens, many of which are being modernised and are under CCTV surveillance to allow for real-time monitoring of food preparation and hygiene. Regular and surprise inspections are conducted by Railway and IRCTC officials, including dedicated Food Safety Officers, to check for quality, hygiene, and compliance. Over the last three years, these checks have resulted in significant penalties, including fines worth over ₹5 crore and the termination of several contracts, demonstrating a serious approach to enforcement.

While the authorities have their systems, passengers are the final line of defence. Before purchasing any food item, take a moment to do a few quick checks. First, look for the vendor’s IRCTC ID card and uniform. Authorised staff are required to have them. Second, inspect the packaging. IRCTC has introduced QR codes on meal packets which, when scanned, provide details like the kitchen's name, FSSAI license number, and the date of packing. This is a powerful tool for transparency. Avoid any food with damaged or untidy packaging. For packaged goods, always check the manufacturing and expiry dates. Finally, ask for a bill. The 'no bill, no pay' policy is an official railway rule designed to curb overcharging and ensure accountability from authorised vendors.

In the digital age, your smartphone is a crucial tool for ensuring food safety. The primary platform is RailMadad, an integrated app and web portal for all passenger grievances. If you encounter issues with food quality, overcharging, or hygiene, you can file a complaint directly through the app by providing your PNR number. This system forwards the complaint to the relevant officials for real-time action, and you can track the status of your complaint. Many passengers report positive and swift resolutions using the app. Besides RailMadad, you can call the integrated helpline at 139 or even use social media platforms like X (formerly Twitter) by tagging the official handle @RailwaySeva to report issues. IRCTC also has a 'Menu on Rails' app, which lists the official prices of food items to prevent overcharging.
Warning Signs to Never Ignore
Trust your senses when it comes to food safety. If a meal smells off, looks discoloured, or tastes strange, do not consume it. Be wary of food served at improper temperatures; hot food should be hot, and cold food should be cold. Observe how the food is being handled. Are vendors using gloves? Is the pantry car or food stall visibly clean? Regular deep cleaning and pest control in pantry cars and base kitchens are mandated, so signs of uncleanliness are a major red flag. Also, be cautious of unauthorised vendors who may board the train and sell food that has not gone through any of the official quality checks. Purchasing only from official IRCTC staff or their authorised vendors is the safest bet. Any resistance from a vendor to provide a bill or show their ID should be considered a warning sign.
Making Your Voice Heard
Filing a complaint is not just about getting a personal refund or resolution; it contributes to the overall improvement of the system. Every complaint lodged through official channels like RailMadad or the 139 helpline is tracked. While food-related complaints are a tiny fraction—around 0.0008%—of the total meals served, each one is investigated. The data collected from passenger feedback is used to conduct third-party audits and customer satisfaction surveys, which in turn helps IRCTC identify and penalise non-compliant vendors. The list of debarred licensees is even published on the IRCTC website.
