The New Contender: What is the Package Visa?
Saudi Arabia has launched a pilot program for a 'Package Visa' for travellers from several countries, including India. This new system streamlines the entire holiday booking process. Instead of booking flights, hotels, and a visa separately, travellers can
purchase a complete package from an authorised travel provider. The visa is then bundled into this single transaction, aiming to reduce paperwork and simplify planning. The electronic visa is typically issued within 48 hours of purchasing the package, eliminating the need for a separate embassy visit. The initiative is a key part of Saudi Arabia's Vision 2030, a massive national strategy to diversify its economy beyond oil, with tourism as a central pillar. By making the country more accessible, Riyadh hopes to attract a significant portion of the international travel market.
Dubai's Enduring Appeal
To understand the scale of Saudi's ambition is to first appreciate the dominance of its neighbour. The United Arab Emirates, and Dubai in particular, has long been the top destination for outbound Indian travellers. In 2024, the UAE attracted 7.8 million visitors from India, more than double the 3.4 million who visited Saudi Arabia, the second most popular destination. This is no accident. For decades, Dubai has perfected a formula of world-class aviation connectivity, a vast range of hotels, luxury shopping, family-friendly attractions, and a globally recognized brand built on safety and modernity. For many Indians, it is the most familiar and accessible international destination, serving leisure, business, and family travel needs.
Beyond Holy Sites: Saudi's Evolving Tourism Bet
Historically, travel to Saudi Arabia for many Indians was primarily for religious pilgrimage (Hajj and Umrah) or work. The Kingdom is now aggressively marketing itself as a destination for leisure and cultural tourism. It is investing billions in mega-projects like the futuristic city of NEOM, the luxury Red Sea resorts, and entertainment hubs like Qiddiya. Beyond the new developments, the country is promoting its natural landscapes, such as the dramatic cliffs of Jebel Fihrayn, known as the 'Edge of the World', and the ancient ruins of AlUla. By hosting major sporting events like Formula 1 races and securing the 2034 FIFA World Cup, Saudi Arabia is working to change global perceptions and showcase a new, more open image.
The Convenience and Cost Calculus
The new Package Visa is a direct attempt to compete on convenience. For first-time visitors or those daunted by multi-step visa processes, a one-stop-shop solution can be highly appealing. While the UAE's visa process for Indians is already relatively straightforward, Saudi's integrated approach aims to make it even more seamless. However, the competition isn't just about ease of travel; it's also about cost. The increasing competition between Gulf nations for the massive Indian outbound market is expected to lead to more competitive airfares and holiday packages. As Saudi Arabia increases flight capacity and develops its tourism infrastructure, Indian travellers are likely to benefit from better value and more choices across the entire region.
