The Big Picture: A Necessary Correction
For years, India has faced a paradox: a massive surplus of engineering seats alongside concerns about the employability of graduates. A boom in private colleges led to a situation where thousands of institutions sprouted, many with subpar infrastructure,
a shortage of qualified faculty, and outdated curricula. This resulted in a crisis of quality. In response, the All India Council for Technical Education (AICTE), the country's technical education regulator, has been actively pursuing a policy of consolidation. This isn't about just shutting down colleges, but about a broader effort aligned with the National Education Policy (NEP) 2020 to create fewer, larger, and better multidisciplinary institutions. The aim is to weed out the so-called 'diploma mills' and ensure that an engineering degree from India holds weight.
The Latest Push: Progressive Closures and Stricter Norms
The latest development in this consolidation drive involves the 'progressive closure' of dozens of engineering and technical colleges. For the 2025-26 academic year, AICTE ordered 58 institutions to stop admitting new first-year students. This policy allows currently enrolled students to complete their degrees, ensuring continuity for them while phasing out the non-compliant colleges. The reasons for these closures are consistent: persistently low student enrolment, failure to maintain required faculty numbers, and inadequate infrastructure. Uttar Pradesh and Maharashtra saw the highest number of closures. Beyond shutting down entire colleges, AICTE also approved the discontinuation of over 950 individual courses that were underperforming or had low demand, further tightening the focus on relevant, high-quality programmes.
The Quality and Continuity Conundrum
While the goal of improving quality is widely supported, the process raises significant concerns about continuity for both institutions and the people they serve. The 'progressive closure' model is designed to protect current students, but what about the faculty and staff who face job losses? Furthermore, there is a debate about whether the metrics used for closure—primarily enrolment numbers—might unfairly penalise smaller, niche institutions or those serving rural and semi-urban areas. These colleges might not have high admission rates but could be providing a valuable service to their local communities. The challenge for AICTE is to raise the overall standard without inadvertently destroying potentially viable institutions that need support rather than closure. This balancing act between enforcing standards and providing a pathway for improvement is at the heart of the current debate.
Aligning with Future Needs
This consolidation isn't happening in a vacuum. It's part of a larger vision to make Indian technical education future-ready. AICTE is simultaneously pushing for major curriculum overhauls, such as making Artificial Intelligence (AI) a mandatory subject across all engineering branches, not just computer science. This move, supported by industry leaders, aims to equip all engineers with the skills needed for a tech-driven economy. The regulator is also promoting flexibility, allowing for multiple entry and exit points in degree programmes and encouraging institutions to offer new courses in high-demand areas. The long-term vision is a system where graduates are not just degree-holders, but genuinely skilled professionals ready for the global job market.
