The Monsoon's Enduring Legacy
The winter crop season doesn't start with a blank slate; it inherits the conditions left by the summer monsoon. The success of Rabi crops, such as wheat, mustard, and chickpeas, is deeply connected to the amount of rainfall received between June and September.
This is because the monsoon does two critical things: it saturates the soil with moisture and replenishes the country's reservoirs. These two factors essentially set the stage for winter sowing, which typically begins in October.
A Tale of Two Water Sources
Rabi cultivation relies on two primary sources of water. The first is soil moisture. Rainfed crops, which are not supported by irrigation, depend entirely on the moisture trapped in the soil from the preceding monsoon. Good, widespread rainfall leads to high soil moisture, enabling seeds to germinate and grow in the initial weeks without immediate irrigation. The second source is irrigation from reservoirs. For water-intensive crops like wheat, having adequate water stored in dams is non-negotiable. The summer rains fill these reservoirs, providing the water needed for irrigation throughout the dry winter months.
The 2026 Monsoon Report Card
This year's monsoon has been a mixed bag, influenced by a strengthening El Niño, which typically suppresses rainfall. Overall, the country is facing a rainfall deficit. As of mid-September, the all-India deficit stood at around 15% below the long-term average. However, this national figure hides significant regional variations. While recent rains have helped improve conditions in western and central India, key agricultural regions in the south and north remain deficient. States like Karnataka, Kerala, Andhra Pradesh, and Punjab are facing significant shortfalls, which could impact sowing decisions.
Reservoir Levels: A Patchy Picture
The uneven monsoon is directly reflected in the country's reservoir levels. Nationally, water storage is below the long-term normal and significantly lower than last year. While reservoirs in western and central regions have seen a recovery and are above their normal levels, the situation in northern and southern India is a cause for concern. For instance, as of mid-September, storage in the southern region's reservoirs was well below its normal level, and key dams in North India also entered the post-monsoon season with significantly lower levels than a year ago. This disparity is crucial, as regions with low reservoir levels will face challenges in irrigating their Rabi crops.
What This Means for Key Winter Crops
The outlook for specific Rabi crops depends heavily on their water requirements and where they are grown. Wheat, the main Rabi cereal, is heavily irrigated. The lower reservoir levels in northern states like Punjab are a concern, though favourable soil moisture could support early growth. For pulses and oilseeds like mustard and chickpeas, which are more dependent on soil moisture, the picture is more optimistic in central and western India where rainfall has been better. However, in the rain-deficient southern states, sowing of these crops could be impacted. The coming weeks will be critical as farmers assess the available moisture and decide which crops to plant.
The Broader Economic Impact
The performance of the Rabi season has a ripple effect across the entire economy. A strong harvest is essential for ensuring food security, controlling food inflation, and supporting the livelihoods of millions of farmers. Agriculture contributes significantly to India's GDP, and a poor winter harvest can dampen rural demand and overall economic growth. With food inflation already a concern, policymakers will be closely watching the sowing trends and water availability over the next few months.
