An Invitation to the Moon
During an early August meeting at the Indian Space Research Organisation (ISRO) headquarters, NASA formally invited India to collaborate on its ambitious plan to build a permanent base near the Moon's south pole. This isn't just about planting another
flag; it's about creating a sustainable human outpost for long-term science and exploration. The invitation was a highlight of the ninth U.S.-India Civil Space Joint Working Group, a long-standing forum for bilateral cooperation. While specific details of what India's participation would entail are still being discussed, the offer itself signifies a major step. NASA is making it clear: as it goes back to the Moon to stay, it wants its key partners alongside it.
Building on the Artemis Accords
This lunar base proposal builds directly on India's decision to join the Artemis Accords in 2023. The Accords are a U.S.-led framework outlining principles for safe, transparent, and responsible behavior in space, grounded in the 1967 Outer Space Treaty. By signing on as the 27th nation, India joined a growing coalition—now over 70 countries strong—committed to a shared vision for peaceful space exploration. For the U.S., India's inclusion was a significant diplomatic win, adding a major, credible spacefaring nation to the group. For India, it provides an accelerated path to participate in cutting-edge lunar missions and helps shape the rules of the road for the next era of space activity.
A Partnership Years in the Making
The relationship between NASA and ISRO is not new. It’s a decades-long collaboration that has produced remarkable scientific results. A key recent example is the NASA-ISRO Synthetic Aperture Radar (NISAR) satellite, which launched in July 2025. This billion-dollar Earth-observation mission, featuring both a NASA-built L-band and an ISRO-built S-band radar, is the first to use dual frequencies to map our planet in unprecedented detail. It provides critical data on everything from climate change and agriculture to disaster management. This successful, complex co-development of hardware demonstrates a level of trust and technical integration that paves the way for more ambitious projects, like a lunar base. Other joint efforts include a planned mission to send an Indian astronaut to the International Space Station.
The Geopolitical Backdrop
This deepening alliance isn't happening in a vacuum. It is unfolding against a backdrop of growing strategic competition in space, particularly with China and Russia. Beijing is pursuing its own ambitious lunar program, including the International Lunar Research Station (ILRS), in partnership with Russia. Washington, in response, is building a broad coalition of like-minded nations through the Artemis program to ensure that the future of space is guided by democratic values like openness and transparency. By bringing India deeper into the fold, the U.S. secures a powerful partner in the Indo-Pacific with impressive indigenous space capabilities. For India, the partnership enhances its technological prowess and global standing, positioning it as a key player in shaping the future of off-world exploration and governance.
