What is the Package Visa?
In early July 2026, Saudi Arabia launched a pilot program for its new "Package Visa," a one-stop digital solution for international visitors. The system allows travellers to book their flights, accommodation, and obtain an electronic tourist visa through
a single, integrated transaction with an approved travel provider. Instead of navigating multiple websites and a separate visa application process, visitors can purchase a complete travel package and receive their visa via email within 48 hours. This initiative is designed to streamline the entire visitor journey, reducing administrative burdens and making the Kingdom more accessible than ever before.
More Than Just a Stamp
This isn't just about reducing paperwork; it's a fundamental shift in tourism philosophy. By bundling services, Saudi Arabia is effectively curating the visitor experience from the very first click. The program requires that packages include accommodation in licensed hotels, and travellers can also add optional services like event tickets, local tours, and other tourism experiences. The process is entirely digital, handled by accredited travel agencies like Reserval and Almosafer, who must provide 24/7 support. This move empowers the private sector and ensures a higher standard of service, transforming the visa from a simple entry permit into the cornerstone of a comprehensive, hassle-free holiday.
The Vision 2030 Blueprint
The Package Visa is a key component of Saudi Arabia's ambitious Vision 2030 plan, a national strategy to diversify the economy away from its long-standing dependence on oil. Tourism is a central pillar of this transformation, with the Kingdom aiming to attract 150 million visitors annually and have the sector contribute 10% to its GDP by 2030. Before 2019, securing a tourist visa for Saudi Arabia was exceptionally difficult. The introduction of the e-visa, visa-on-arrival, and a 96-hour stopover visa were the initial steps. The Package Visa represents the next evolution, moving from simply allowing entry to actively engineering a seamless travel ecosystem to attract a global audience.
A Strategic Welcome for Indian Travellers
The pilot program was launched in a handful of countries selected for their high tourism potential, with India being a primary focus. Saudi Arabia anticipates that India will become its largest tourism source market by 2030. The Kingdom has already seen a 50% increase in Indian visitors in 2023 after a series of strategic initiatives, including partnerships with the TATA Indian Premier League (IPL) and enhanced air connectivity. The Package Visa makes the destination even more appealing to the rapidly growing Indian outbound tourism market by directly addressing the complexities of travel planning. By simplifying the process, Saudi Arabia is not just inviting Indian tourists; it's rolling out a strategic welcome mat.
The Road Ahead
While the initiative is currently in a pilot phase with a limited number of countries and accredited agencies, its ambition is clear. The long-term goal is to expand the program, making this integrated model the standard for visiting the Kingdom. This strategy aims to position Saudi Arabia not merely as a destination for religious pilgrimage or business, but as a global hub for leisure, culture, and entertainment, rivaling established players in the region. As the country invests billions in giga-projects like NEOM and the Red Sea resorts, simplifying access is crucial to ensuring these ambitious developments are filled with international visitors. The Package Visa demonstrates that for modern tourism, the journey truly begins with the booking.
