The Problem of Too Many Seats
Just a decade ago, opening an engineering college was a booming business. This led to a rapid, often unregulated, expansion. The result was a surplus of institutions, many with subpar infrastructure, a shortage of qualified faculty, and outdated curricula.
Consequently, thousands of seats remained vacant each year, and a significant percentage of graduates were deemed unemployable, creating a mismatch between the skills they had and what the industry needed. A report as recent as August 2026 revealed that 342 AICTE-approved institutions have closed in the last three years alone, with 135 closing in the 2026-27 cycle. This situation prompted the All India Council for Technical Education (AICTE), the country's apex regulatory body for technical education, to intervene decisively.
AICTE's Pivot: From Growth to Governance
The AICTE’s main strategy has been to shift its focus from sanctioning more colleges to governing the quality of existing ones. A key move was a moratorium on approving new engineering colleges, first introduced around 2020. While the complete ban was later relaxed for exceptional cases, the message was clear: the era of unchecked expansion was over. The regulator's actions are driven by the National Education Policy (NEP), which emphasizes quality, skill-based learning, and interdisciplinary studies over rote memorization. Instead of just being a gatekeeper for new colleges, AICTE is now an active curator of the educational landscape, forcing institutions to either improve or exit.
The New Approval Mantra: Evolve or Perish
The core of the consolidation story lies in AICTE's stringent new approval process. The council now heavily favours courses in emerging, high-demand fields. Institutions seeking approval for new programmes or increased intake must demonstrate strong credentials in areas like Artificial Intelligence (AI), Machine Learning (ML), Data Science, Internet of Things (IoT), and Cybersecurity. Simultaneously, approvals for traditional disciplines like Civil and Mechanical engineering are being curtailed, especially at colleges with poor placement records. This policy forces institutions to update their curricula and invest in modern labs and faculty training. To support this, AICTE has even launched certificate programmes to upskill faculty in these emerging technologies.
The Consolidation Effect
This policy pivot has a direct consequence: consolidation. Smaller, private colleges that cannot afford to upgrade their infrastructure or attract faculty for new-age courses are finding it difficult to survive. Faced with dwindling admissions in outdated courses and the inability to get approval for relevant ones, many are left with no choice but to opt for "progressive closure." This process allows them to stop new admissions while ensuring existing students can graduate. In the 2025-26 academic year, for instance, 58 engineering and technical colleges across states like Uttar Pradesh and Maharashtra underwent progressive closure. This is a market correction, weeding out underperforming institutions and allowing resources to concentrate in those that can deliver quality education.
What This Means for Students and the Future
For students, this consolidation brings both challenges and opportunities. While there may be fewer colleges to choose from, the ones that remain are more likely to offer relevant courses and better job prospects. The focus on emerging technologies means graduates will be better aligned with industry needs. The AICTE's push for quality is a long-term investment in the country's human capital. The goal is to transform India's technical education from a system that produces a high quantity of engineers to one that nurtures high-quality talent ready for the global stage. It signals a move away from degree-granting factories towards creating centres of genuine learning and innovation.
