What Exactly Is Changing?
Starting October 1, 2026, the RBI has mandated a new set of rules for all banks, including commercial, small finance, and cooperative banks, aimed at enhancing transparency. The most significant change concerns 'bulk deposits'—single term deposits of ₹3
crore or more. Every bank must now publish the interest rates for these large deposits on its website every business day by 10:00 AM, with a final deadline of 10:10 AM. Crucially, any rate offered to a customer throughout that day must strictly match the publicly disclosed rate. This effectively creates a daily rate card for large deposits that is visible to everyone.
Why Were These Changes Needed?
For years, the pricing of bulk deposits happened behind closed doors. Banks had the discretion to negotiate rates individually with large clients like corporations, trusts, and high-net-worth individuals. This often led to a system where two customers depositing the exact same large amount on the same day could receive different interest rates, with favoured clients getting preferential treatment. This lack of a level playing field created confusion and made it impossible for depositors to know if they were getting a fair deal. The RBI's move is a direct response to this opaqueness, aiming to eliminate discriminatory practices and make the process fair for all.
The End of Preferential Treatment
A core principle of the new framework is uniformity. The RBI has clearly stated that interest rates for deposits of the same amount and tenure, accepted on the same day, must be identical for all customers across all branches of a bank. This means a corporate treasurer in Mumbai should be offered the same rate as a high-net-worth individual in Chennai if their deposit parameters are the same. This mandate effectively stops banks from offering special, unlisted rates to certain clients. The power shifts from private negotiation to public information, ensuring that every depositor with a similar profile is treated equally.
How This Helps You Compare Deposits
This new system is a game-changer for anyone managing significant funds. Instead of calling multiple bank relationship managers to inquire about rates, a depositor can now simply visit the websites of different banks each morning after 10:10 AM. They will be able to see a clear, official schedule of bulk deposit rates for the day. This makes comparison shopping for the best return on a large deposit as simple as comparing flight ticket prices online. It empowers depositors to make informed decisions quickly and efficiently, ensuring they can secure the most competitive rate available in the market on any given day without needing inside access or negotiation skills.
A Nuance on Differential Rates
While the rules enforce uniformity, they also give banks some sophisticated flexibility. The RBI will permit banks to offer different interest rates on bulk deposits, but only if this difference is based on the deposit's liquidity risk profile under the Liquidity Coverage Ratio (LCR) framework. In simple terms, a deposit that a bank considers more 'stable' and less likely to be withdrawn suddenly in a crisis might be eligible for a slightly better rate. However, this isn't a return to arbitrary negotiations. These differential rates must be based on a board-approved policy and applied consistently, not decided on a case-by-case basis.
What It Means for All Depositors
For the average retail customer with deposits under ₹3 crore, the most immediate benefit is the guarantee of uniform rates across all branches of their bank for similar fixed deposits. For businesses, treasurers, and individuals placing bulk deposits, these rules are transformative. It brings much-needed discipline and transparency to the market. Knowing that the rate you see is the rate everyone gets provides confidence and simplifies financial management. As these rules come into force on October 1, 2026, the landscape for large-scale savings is set to become significantly more transparent and equitable.
