The Friction of a First-Time Trip
For decades, planning a tourist trip to Saudi Arabia was a complex affair. Unlike destinations with straightforward visa-on-arrival or e-visa systems, visiting the Kingdom for leisure often involved navigating significant red tape. Travellers typically
needed to secure a visa through processes that were primarily designed for business travel or religious pilgrimages like Hajj and Umrah. This often meant separate, and sometimes confusing, applications for visas, flights, and hotels, creating a barrier for casual tourists who were simply curious about exploring the country's rich culture and landscapes. This friction made spontaneous or first-time travel a daunting prospect for many.
Introducing the Streamlined Package Visa
To address this, Saudi Arabia has launched a pilot program for a 'Package Visa', and India is one of the first countries eligible. This isn't a new type of visa in the traditional sense, but rather a new, integrated process. It allows travellers to book a complete package from an approved travel provider that includes flights, accommodation, and the tourist visa itself, all in one go. The entire process is handled digitally, with the electronic visa issued within 48 hours of purchasing the package, eliminating the need to visit an embassy or submit a separate, standalone application.
How the Package System Works
The process is designed for simplicity. Travellers choose a pre-approved package from an accredited agency, such as Almosafer or Reserval, who are the initial partners in this pilot phase. The package must include a round-trip flight and accommodation at a licensed hotel rated four stars or higher. Once the package is paid for digitally, the system processes the visa application automatically. The traveller then receives their e-visa, travel insurance, and all booking details via email. This single-entry tourist visa is valid for three months and allows a stay of up to 88 days. This one-stop-shop approach significantly reduces the paperwork and uncertainty that previously defined the process.
A New Chapter for Indian Tourists
This initiative is a key part of Saudi Arabia's Vision 2030, a national strategy to diversify the economy and become a global tourism hub. For Indian travellers, who have historically visited the Kingdom mainly for work or pilgrimage, this opens a new corridor for leisure travel. The Package Visa system is specifically aimed at first-time visitors who may be unfamiliar with the country and prefer the confidence of an all-inclusive, organised trip. While the visa itself does not cover Umrah services, holders are permitted to travel anywhere in the country, including the holy cities of Mecca and Medina, after arrival.
Exploring a Transforming Kingdom
The push for easier access is happening alongside massive investment in new tourist destinations. Beyond the traditional sites, Saudi Arabia is promoting attractions like AlUla, a UNESCO World Heritage site with ancient Nabatean tombs, the futuristic city of NEOM, and luxury resorts along the Red Sea coast. The country has also become a host for major international sporting events, concerts, and cultural festivals. The simplified visa process is designed to encourage visitors to extend their stays and explore this evolving landscape, moving beyond a short stopover to a more immersive holiday.
