What is the New Insurance Rule?
Following a directive from the Supreme Court of India, Indian Railways will extend travel insurance coverage to all passengers who purchase their tickets in person at railway station counters. This change is set to take effect from October 27, 2026. Previously,
this optional insurance scheme was only accessible to passengers booking their tickets online through the IRCTC website or mobile app, leaving a large number of travellers without this safety net. The court's order aims to create parity between online and offline booking channels, ensuring every passenger has access to financial protection.
Why This Change Was Needed
The move addresses a critical gap in passenger welfare. A significant portion of train travellers in India, particularly those from economically weaker sections or in areas with limited internet access, rely on physical ticket counters for their bookings. By not offering them the option to purchase insurance, the system inadvertently excluded a vulnerable group from a crucial financial safeguard. The Supreme Court's intervention came during hearings related to railway safety, which intensified after the tragic Odisha train accident in June 2023. The court noted the lack of progress on this front and mandated the change, holding the Railway Board directly responsible for its implementation.
What the Insurance Covers
The existing travel insurance scheme for online bookings offers substantial coverage for a very nominal premium. While the exact premium for counter tickets is yet to be announced, the online premium is currently just 45 paise per passenger. The coverage provided under the scheme is significant. It includes up to ₹10 lakh for death or permanent total disability resulting from a train accident or other untoward incident during the journey. Additionally, the policy covers permanent partial disability for up to ₹7.5 lakh, hospitalisation expenses for injuries up to ₹2 lakh, and ₹10,000 for the transportation of mortal remains.
How Will It Work at the Counter?
The practical details of how passengers will opt-in and pay for insurance at a crowded ticket counter are still being finalized by the Railway Board. The Supreme Court has ordered that all tickets sold over the counter must be covered, with some reports suggesting it might be mandatory. However, key details regarding the premium collection, how policy documents will be issued, and the procedure for filing a nomination are awaited. For online bookings, passengers receive policy details via SMS and email, with a link to fill in nominee information. A similar, simplified mechanism will likely be developed for passengers booking in person, who will need to be informed of the process by railway staff at the time of booking. Passengers should look out for official announcements from Indian Railways for the final procedures.
What Passengers Should Do
Starting October 27, 2026, when you book a ticket at a railway counter, you should be prepared for this new provision. Enquire with the booking clerk about the travel insurance option. Until the final process is clarified, it is crucial to keep your train ticket safe, as it will serve as the primary proof of your journey and insurance coverage. If an incident occurs, this ticket will be essential for making a claim. The goal of this directive is to enhance passenger safety and provide a financial cushion in the event of a tragedy, making it an important feature for every traveller to be aware of.
