A Landmark Policy Overhaul
The single most significant catalyst for this expansion is the Indian Space Policy 2023. For decades, the Indian Space Research Organisation (ISRO) was the primary, and often sole, player in the nation's space endeavors. This new policy marks a fundamental
shift, formally opening the doors for private companies—termed Non-Governmental Entities (NGEs)—to participate in every aspect of the space economy. This includes everything from building and launching rockets and satellites to operating ground stations and providing space-based services. The goal is to foster a thriving commercial presence in space, moving beyond a state-led model to a whole-of-nation approach.
IN-SPACe: The New Rulebook
To manage this new era, the government established the Indian National Space Promotion and Authorisation Centre (IN-SPACe). Acting as a single-window agency, IN-SPACe is designed to promote, authorize, and supervise the activities of private players. Its role is to create a stable and predictable regulatory environment, which is crucial for attracting private investment. By providing access to ISRO's facilities and facilitating technology transfers, IN-SPACe ensures that startups don't have to reinvent the wheel, dramatically lowering the barrier to entry for new companies. This framework is designed to level the playing field and prevent conflicts of interest as the sector grows.
The Rise of Private Enterprise
The policy reforms have unleashed a wave of entrepreneurial energy. The number of space startups in India has skyrocketed from just one in 2014 to over 400 by 2026. These companies are innovating across the board, developing everything from low-cost launch vehicles and satellite constellations to advanced Earth observation data analytics. This boom has been fueled by a surge in private investment, which climbed from about $100 million in 2021-22 to over $600 million by March 2026. Firms like Skyroot Aerospace, which successfully launched India's first privately developed orbital rocket, and Pixxel, which is building a constellation of hyperspectral imaging satellites, are becoming major players.
ISRO's Evolving Mission
With the private sector stepping in to handle routine manufacturing and launches, ISRO's role is evolving. The national space agency is transitioning away from manufacturing operational systems and is now refocusing its immense expertise on advanced research and development. This allows ISRO to concentrate on strategic and frontier missions, such as the Gaganyaan human spaceflight program, the Bharatiya Antariksh Station planned for 2035, and deep-space exploration. Rather than being privatized, ISRO is becoming a mentor and enabler for the broader ecosystem, developing next-generation technologies and then transferring them to industry for commercial scaling.
An Ambitious Economic Vision
Underpinning this entire transformation is a clear economic goal: to significantly increase India's share of the global space market. Currently, India's space economy is valued at around $8.4 billion, which is about 2% of the global total. The target is to expand this to $44 billion by 2033. This growth is expected to come from both upstream activities, like manufacturing, and downstream services, such as satellite communication and data analytics, which have applications in agriculture, disaster management, and logistics. By leveraging its reputation for frugal and effective engineering, India aims to become a globally competitive hub for all things space.
