The Overall Deficit Dilemma
The foundation of the problem lies in the overall performance of the 2026 southwest monsoon. Forecasts early in the season pointed towards a weaker-than-normal monsoon, with rainfall projected to be significantly below the Long Period Average (LPA). As
of mid-August, the country faces a rainfall deficit of around 12%. While July saw a brief revival in some areas, the India Meteorological Department (IMD) has forecast below-normal rainfall for both August and September. This cumulative shortfall is a major concern because the Kharif season, when crops like rice, maize, soybean, and pulses are sown, is critically dependent on sustained moisture. A national deficit directly impacts soil moisture levels, reservoir replenishment, and ultimately, the potential yield of rain-fed crops.
The Peril of Uneven Distribution
Perhaps more dangerous than the national average is the monsoon's erratic distribution. Experts warn that seasonal totals often mask a dangerous reality: some regions are experiencing floods while others face prolonged dry spells. This year, intense downpours have been concentrated in short bursts and specific areas, failing to compensate for deficits elsewhere. As of early August, nearly half of India's districts had received deficient or largely-deficient rainfall. This geographical imbalance is devastating for farmers. Heavy rain in an already-wet state cannot help a farmer in a parched district. This patchiness means that even if the all-India figure improves, vast agricultural belts could still face crop stress at critical growth stages, a situation described as a "dangerous paradox."
Timing is Everything
For Kharif crops, when it rains is as important as how much it rains. The 2026 season has seen prolonged dry spells followed by intense rainfall, a pattern that is highly detrimental to agriculture. A weak start to the monsoon in June delayed sowing in many parts of the country. Now, as crops like soybean, paddy, and maize enter their crucial vegetative and reproductive growth phases, they need consistent moisture. A long dry spell in late August or September, even if preceded by heavy showers, can cause soil moisture to decline rapidly, hurting flowering, pod formation, and grain filling. This leads to reduced yields, effectively meaning that a few days of heavy rain cannot make up for a poorly timed monsoon. The IMD's forecast for weakening rainfall activity towards the end of August is a significant cause for concern.
Impact on Sowing and Key Crops
The direct consequence of these monsoon troubles is visible in the sowing data. As of mid-August, the total area sown with Kharif crops was about 2% lower than the previous year. The acreage for crucial crops like rice was down by 3.7%, while tur (pigeon pea) and maize were down by 4% each. With the primary sowing window now virtually closed, the final harvest size depends entirely on the yield from the already planted crops. Pulses like tur and oilseeds like soybean are particularly vulnerable. These crops are often grown in rain-fed areas and are sensitive to moisture stress. A poor harvest in these categories could not only affect farmer incomes but also drive up food prices and increase India's reliance on imports.
The El Niño Effect
Lurking behind the monsoon's subpar performance is the El Niño phenomenon. This climatic event, characterized by the warming of the eastern Pacific Ocean, is historically associated with weaker monsoons and drought conditions in India. El Niño conditions, which began forming in June, have intensified to a moderate strength and are cited as a major driver for suppressing monsoon circulation this year. The government has acknowledged the threat, identifying nearly 200 districts as highly vulnerable to El Niño-related impacts and has prepared contingency plans. However, the combination of a strengthening El Niño and a pre-existing rainfall deficit creates a high-risk scenario for the latter half of the season.
