Why Luggage Rules Are Important
For years, luggage rules on Indian Railways were known but not always strictly enforced. However, to enhance passenger safety, comfort, and reduce coach congestion, there is a renewed focus on these limits. Adhering to the baggage allowance ensures there is adequate
space for everyone and prevents corridors and doorways from being blocked. Passengers found with unbooked excess luggage during their journey can face a penalty up to six times the normal luggage rate. By understanding and following the rules, you can avoid unexpected fines and contribute to a smoother travel experience for all.
Free Allowance: AC First Class and AC 2-Tier
Passengers travelling in the premium coaches enjoy the most generous luggage allowances. If you have a ticket for AC First Class (1A), you can carry up to 70 kg of luggage free of charge. The maximum permissible limit for this class, including the free allowance, is 150 kg. For those in AC 2-Tier (2A) or non-AC First Class (FC), the free allowance is 50 kg. The total luggage you can carry in these classes after paying for the excess amount is 100 kg. This gives passengers in upper classes significant flexibility for longer journeys.
Allowance for AC 3-Tier, Sleeper and Chair Car
The rules for some of the most popular classes are more restrictive. Passengers in AC 3-Tier (3A), AC 3 Economy (3E), and AC Chair Car (CC) have a free luggage allowance of 40 kg. Crucially, for these classes, the free allowance and the maximum permissible limit are the same. This means you cannot book any excess luggage to carry with you in the compartment. Travellers in Sleeper Class (SL) also have a 40 kg free allowance, but they are permitted to book and carry up to a total of 80 kg.
Limits for Second Class (General)
For passengers travelling in Second Class (2S), the free luggage allowance is 35 kg. If needed, they can book excess luggage and carry a maximum total of 70 kg with them in the compartment. It's also important to note the dimensional limits for bags. For most classes, including First AC, 2-Tier, Sleeper, and Second Class, a bag's dimensions should not exceed 100 cm x 60 cm x 25 cm. For AC 3-Tier and AC Chair Car, a stricter size limit of 55 cm x 45 cm x 22.5 cm applies.
How to Book Excess Luggage Online
To streamline the process and avoid queues at the station, Indian Railways launched an online facility for booking excess luggage, effective July 31, 2026. Passengers with confirmed tickets can use the Indian Railways Parcel Portal (parcel.indianrail.gov.in) to declare and pay for their extra bags. After entering your journey details, the portal calculates the estimated charges. Once you make the payment, you receive a receipt which is needed to collect your luggage at the destination. This service is available for all classes except AC 3-Tier, AC 3 Economy, and AC Chair Car, where no excess luggage is permitted in the compartment.
Understanding the Charges
If your luggage is over the free allowance but within the maximum limit for your class, the charge is calculated at 1.5 times the standard luggage rate (Scale-L). The minimum charge for booking excess luggage is ₹30. These charges depend on the weight of the excess luggage and the distance of your journey. Remember, if you are caught with undeclared excess luggage, the penalty is six times the normal rate, making advance booking a much more economical and stress-free option.
